Well, I've been playing for a couple days now and have been enjoying Eve greatly. I've gotten a fairly good handle on the basics of the game, and have worked up about 350k in cash. I've been starting to think that it's coming time for me to upgrade to something other than the basic starter frigate. I'm a Caldari, and have trained the Caldari Frigate skill up to 3. What would you all recommend I look at upgrading to?

This may be a bit of a 'noob' question, however that's why I posted in here after all. Since a Kestrel doesn't take turrets, what do they use to mine?

Basically you aren't going to mine in a kestrel. Purposes for a kestrel would be ratting and mission running.
If you are looking for a good mining frigate I'd go with a bantam.

Kestrel is a great combat frigate, especially for pve. Can't mine with it though.

Bantam -- it's 1/10 the price of a Kestrel, and it's an excellent mining vehicle. Also, with a Kestrel you'll have to invest in missle skills. Although light in the combat category the Bantam will easily handle lvl 1 rats and maybe lvl 2.

Stack up where?
In PvP combat it depends on loadouts, situation, SPs, and people at the keyboards, but you are probably not thinking about PvP yet.
In PvE you can have a rocket Kestrel which is a high-damage short-range ship, or a missile Kestrel which is a medium-damage long-range (long-range for a T1 frigate, that is) ship. Once -- through skills -- you get your missile range above 20 km killing NPCs becomes relatively easy. Yesterday in a complex three cruisers and about a dozen frigates all decided they don't like me at the same time, but 10 mins later they were all space dust -- kiting ftw :-)
But, of course, you can't mine in a Kestrel.

More or less this Merlin = Guns (Railguns) w missles possible Kestral = Missles (rockets/light)
the difference is your skills and what the ships bonus' are aimed toward.
Match your skills to the ships bonus, see how you relate to the ship and pick the ship you have the skills for.

If you are going to do more combat than mining, go with the Merlin. It is more expensive, but a lot more flexible.
For Mining however, go with the Bantam. It is much better for mining (bigger cargo), and it is a lot cheaper. And you can still mount weapons on it.
"rats" is a slang term in EvE for Pirates. So if you go with the Kestrel, the only way you can make money is by killing and looting stuff.

The kestrel is effective for two things, generally:
1. Long-range medium-damage light missile killing. 2. Short range rocket devastation. 3. Courier missions.
2) is less useful in PvE, but can be used to great advantage in PvP, where a properly fitted 200k+500k in fittings kestrel can take out ships worth over 10 million.
