Easy. 1 Gisti small shield booster, 2 specfic hardeners IE for Sansha you want ie EM and 1 thermic (but they must be named or factional, stock T1/T2 won't fit) and 1 eutectic cap recharger. Boom! 1 tanking hulk in 0.0 
Also note, this works on a mackinaw too, if you want to do 0.0 ice mining.

Sorry, but even with good ship skills (caldari cruiser 4) your only getting 567 ore per minute.
120*1.8*1.25*1.25*1.6*1.05 = 567 Yeld.
3 lasers makes that 1701 units per cycle, but with a cycle time of 3 minutes it goes down to 567 yeld per minute. A covetor with T1 mining crystals and a single mining upgrade does 1086.75 per minute (mining implants/gang skills pushes this even further) so it's no-where near.
