However, I want to add another one.
I think that the WCS should have a penalty similar to MWDs. Cut the CAP of the ship by 1/3. Make the penalty fully stackable, so 6 WCS produce like no cap
Make warping out use a minimum percentage of cap, even for very short warp distances.
With some number tweaking, this will solve the WCS issue.

I was thinking giving interceptors a bonus to scramblers. The bonus would be that for each scrambler activated, the strength is actually double of what it is listed as. Using 1 or 2 inties will now be able to stop those bs who have all low slots filled with wcs.
The other idea I was thinking was making the wcs = 0 when you decide to attack. This serves the indies well while ****oo'ing all over those who think they can shoot and get away with it.

And fine, Duke, but scramblers need to give the same penalty. And all it'll do is reduce the number of fights, becauase people won't come out to be engaged in the first place.

Much as I feel interceptors should be divided into two classes, interceptors and anticeptors, and that all damage bonuses should be transformed into tracking or range bonuses on the anticeptors, and the interceptors get tackling/evasion bonuses..
That has absolutely nothing to do with the OP.

Sorry, but again, WAY too steep a penalty for mission runners, who might just want to fit one or two WCS to evade those pesky pirates.

Heh. You brought it up. So you want one side to do worse damage than T1 frigates, and be a pale shadow of the damage than AF's can deal out even if they have comparable range (although no tank). Snarrf.

I think hardners and reps are just as lame as wcs, so they should have similar penalties, perhaps -99% cap per hardner or rep fitted, so a few of them will produce like no cap
Make activating them use a minimum percentage of cap, say 20% of base cap of that ship per cycle.
With some number tweaking this will solve the tanking issue.

Damage reduction, simple as that. Travelers dont need to do damage. Its not hard to come up with a competent idea, but some of them are just retarded.

Thats not what people want. What is wanted is for people to make a choice between offence (weapons) and defence (stabs). The easiest and most logical way to achieve this is to make them high slot items.

Actually, from all I have read, that is all that they want. This largely only effects people that want to gank within Empire space. As I read in one thread, 10 ships could not scramble and kill on cruiser, which I took as more evaluation of thier skill rather than how WCSs ruin PvP.
The answer is move out of Empire space, then use Interdiction spheres to keep anyone from leaving.
Otherwise, if your playing in Empire Space, then in low sec they are not going to come kill you but they are not going to let you do what ever you want to do either.

Simple
Penalty to scan resolution.
If you want to fight, it takes you longer to lock. 6 wcs and you should be taking +- a minute to lock down a small ship.
