Well my corp isnt a part of an alliance, yet we're established in 0.0 (for the 3rd time now to my knowledge) and actually have a decent position closer to empire than before (40 jumps is not a nice thing to do through 0.0 :D)
0.4 - 0.1 - is more lethal than 0.0, when I jump into one of those systems I am more alert than if I see someone in 0.0. Mainly because 0.4 - 0.1 is the home of the carebear pirate, gatesnipers and BS's tanking sentry guns. They just wait at the gates, ganking anything that comes through.
Personally I found that being a cruiser pilot in 0.0 meant that everything was slower, more expensive and such a pain. Sure I could take on 1.1million BS spawns in a caracal but it would take me 30ish minutes to kill the BS, and more missiles than the isk its worth. I couldnt mine solo however and that meant that I simply lost money. No cruiser can tank and mine, and if you use an AF great.. but thats a T2 ship that needs faction equipment to really flourish (at least in my case), if you lose that due to opportunistic pirates jumping in on you its a hell of a lot of money to waste.
I'd wait until at least some of your members are able to fly and tank battleships, that way the others can mine well using anything from ospreys to mining barges and you can make millions per hour :) Until then... stay in high sec. Low Sec empire is just not worth it.
You dont need to be a large corporation, in fact my corp I think its busy when I see 10 people online (that arent alts) at the same time as me :) but you do need to be co-ordinated. And you dont need to be in an alliance, you just need to approach alliances with sincerity, and offer them something in return for their standings. If your good at PVP and offer to help out at gate camps and security ops then say so, if your good at producing T2 equipment again say so, if your good at just producing any tech level equipment say so, all the above are bargaining chips. You may be required to pay a sum of money every week to them in the form of rent for use of their space, and you may be told not to trespass in certain systems or mine certain roids, or shoot rats or complexes. Its a huge variable thing to consider... but its most definately possible.
