The question is: How the hell do you do level 4's WITHOUT a raven??
I know the mission you are running and it's a suicide mission if you don't setup properly for it. I use a tempest but an Apoc should be able to do just fine at this. It's all about distance. I sit out at 180+km and kill all the ceptors first. Just make sure you stay aligned to a planet/moon/station/etc and move away from them while firing.
As others have said, do not web frigates when using medium or heavy drones. Your drones will not be able to hit them if you web and let them orbit because of their terrible tracking. With 9 medium and 1 heavy drone you should have been melting those support frigates. They have resists of 0%em/60%ex/40%kin/20%therm for shield and 50%em/20%expl/30%kin/37%therm for armor so use all hammerheads and watch them die fast. Remember... Do not web frigates if you are using medium drones. (worth repeating)
You didn't say in the OP but I'm assuming that you are fighting against amarr navy ships because that's all I've ever fought against in this mission. If that is the case then there are 2 amarr navy jakars there as well. These 2 BS's have tough armor resists of 50%em/80%expl/70%kin/60%therm. As you can see, you are better off pumping EM damage into these guys so switch accordingly when you start in on them.
If you can't do the range/snipe thing I mentioned above then have the guy with the heavy vamps and super tank nos corpmates instead of rats and switch from one corpmate to the next when he drains them. Also, if you are fighting amarr, fit pure EM and Thermal active hardners, two of each at the very least, and a 1600mm plate to buy some time for reper cycling.
Beyond that advice, all I can say is good luck with the mission running. As you run lvl 4's more and more you will learn little tricks for each mission and diferent loadouts that work better. You guys just happened to pick, in my opinion, the hardest lvl 4 mission in Eve to run in this case. Try not to get discouraged by this one and keep hammering at them.
