Is there any modules I can get to lower the resists on an enemy?
I ran into a HAC in a level 3 mission that had unbelievable armor resists. I tried various missile types and the heavies were only doing about 18. Lights were doing about 12. So he could repair his armor faster than I could remove it, even with 2 heavies, 3 assaults, 2 medium turrets and 3 drones on him.

There is no way to lower resi (thanks god!). If you tell us the name of that NPC we could give you advise other then: Get your skills up!

No, there is no way of lowering resistances. Perhaps your target was out running your missiles? The Official CCP Missile Guide might help.

They were all hitting... I looked at the log. I eventually was able to get a guy in a Raven fitted with cruise missles to take him out, but even those were only doing 64 dmg each. This was a convoy guard captain. 245k bounty. He didn't really dish out the damage... I could've sat there for hours lobbing missles at him.

I remember having to laser down an Arch Angel Marauder in my prophecy. Took me 30 minutes. :(

I ran into a Angel Havoc, I had a ferox fitted with 5 x heavy launchers (not named) and a webber and 10 MN ab, I got in to about 5 km, webbed him and that was that.
He went down so easy once webbed it wasn't even fun.

try target painters/TP drones they don't lower the resists but it has the same effect

Missiles always hit. However the faster the target moves and the smaller their sig radius compared to explosion radius of the missile, the less damage they do. That may have been your problem more than his resists.

Some of these new elite npcs (arch angels etc) have rediculse resists, all of them in the 70-80% area, often better than highest level BS. Maybe you can try nossing him to lower his recharge rate other than that just try to do as much pure damage as you can. --------------------------------------------------------------------------------

Just 2 things to note: 1. NPCs have a limited cap that does not seem to recharge 2. Sucking them dry does not offline their modules or reduce their repping ability.
Speaking as a Vampanix pilot I can tell you that in my experience, NPCs tank just as hard as with your nos on them as they do without it. It doesn't seem to reduce the rate of repair in any way and all it seems to do is give you a limited cap boost supply.

Might be true, haven't tested it much myself but from dev posts they are supposed to be effected.
From Dev blog about npc changes in RMR: Cap Drain the NPC Capacitor Draining and Neutralizing NPCs will result in reduced shield boosting / armor repairing. Size matters here: a heavy nosferatu will affect frigate NPCs a lot more than battleship NPCs, while a small nosferatu won't do much to battleship NPCs.
And I read reports post patch about nos having large effect. But it's not impossible that they managed to brake this with some hotfix or something. Similar things have happend before. --------------------------------------------------------------------------------

That sucks. Why don't they just make the npcs follow the same rules as us pod pilots? You know like not MWDing in deadspace and such like that.
If you want to make a super npc for pod pilots to fight, have the npc follow the rules but beef up his armor points/resistances/damage. I'm sure angels and other factions have their own R&D. I'm assuming the angels would be the toughest because it's been rumored that they found old Jove technology, giving them this edge for the 4 empire's technology. So it would make sense if Angels developed a new armor plating, better ammo and guns for more damage, and a better resistance plating.
Oh and if they know you got NOS, the AI should have it so they try to run away. Therefore you gotta put a webber on him.

Switch missile types. I've run into one of those rat HACs and his shields seemed to be damn near invincible... until I switched over to Explosive missiles. As odd as it sounds, by trial and error, I figured out that his lowest shield resist was Explosive.
Dial-a-damage is one of the great advantages of Missiles and Projectile weaponry. Always keep multiple types on-hand...
