I think a revamp of the Bounty system could work something in these lines to be reasonable simple and add some lacking features and enrich the EVE environment without destroying to much for anyone.
The Bounty system is handled by the major factions.
The Factions issues Bountyhuntercharters, but only to Pilots with good standing. A Charter is valid for a specific time
This Charter allows The Chartered Pilot to collect Bountys in there Soverign space.
This Charter does not allow Chartered pilots to Collect bounties on Pilots with Good standing with the Soverign Faction or outside the Charterers Soverignity.
Crimes in Sovereign Space incures not only a Security-penalty but also a Faction-standing-penalty (The amount should probably have a base value and be modified with an amount based on the victims standing with the Soverign Faction. Also remember that on -5 Faction standing Customs and Navy units will open fire regardless of Bounty status).
Bounties can be placed on any player but can only be collected in Soverignities where Criminal have a less than Good standing.
This system is in my oppinion more in line with the changes in Kali. It allows for safe Empire access as long as you have Good standing with atleast one Faction, but repeated criminal activity within a Soverignity will eventually make your stay there unpleasant.

It may be a generalization, but it does happen. I've seen it numerous times. The latest was last night. A player with a 400m bounty on his head had his corpmate pod him, and it wasn't the first time he'd done it. I don't know how many pirates do this overall, but I've seen several. That's enough for me not to contribute to the bounty system until it can be fixed. However, I'll happily pod wanted pirates to collect their bounties anytime.

Well of course it happens.
In a game of over 100,000 active accounts its safe to say that a fair few people do it.
Is the abuse so overwhelming that it deserves a thread calling it EvE's greatest embarassment? No. It's just another hyped up post from Rells eschewing something as definitive when it's not.
