LAsers like anything else have pros and cons, but unlike most other weapons thier cons make them kind of use specific.
Keep in mind, Hybrids are really no less limited in damage type as lasers are... Hybrids deal only kinetic and Therm which are IMHO the two most tanked damage types there are. Yes EM is basically already well tanked on all ships armor...
What really makes amarr ships stand out is that they almost totaly lack a means of dealing decent amounts of secondary damage types. The caldari for example use rails sparingly, and missiles mostly, thus they can vary damage type with just a few reloads.
Galletne can fit drones which deal various damage types, and are only limited by the size of thier drone bay, the time it takes to swap drones already flying, and planning. Also a couple gallente ships come with missile lobbing slots.
Minmatar can vary damage like the caldari can. Also most can fit a few missile racks.
Amar however use lasers, and everything else is an afterthought (Ie one missile tube, and or a tiny handful of barely noticeable drones). Thus amarr ships are the least versital on paper IMHO of all the races.
However lasers even at level one training do the same damage per shot as a fully trained characters lasers (Not counting secondary turret skills obviously). And the damage they do is still pretty big per shot.
The real slam that lasers take is to thier cap use... Even maxed skills they use loads of cap, and thus keeping them hot on a target makes it that much harder to keep your tank running.
But again consider the purpose of BS's in PVP. You don't stroll in and gank everyone with a BS, a BS isn't an I win button like it was long ago. Now BS's are more like highly mobile long range spank platforms... Meant to take and deal lots of damage at range. They are not dogfighters, nor should ever have been.
In the land of fleet combat (20+ BS's per side), the Amarr ships suddenly have good value... Because they use no ammo, only need to fire a few shots, and tanking is pointless when you have 12+ Bs's shooting you at once (heck even 2 - 4 should break just about any tank there is in short order). Also Amarr ships are preffered for stationcapping (least where I'm fighting), as they don't need ammo to get the job done, and can fit a wide array of ranges with a fraction of the cargo space, space which can be used to bring ammo along for my megathron, or my buddies tempest.
Again considering nobody who knows what they are doing really tanks much in fleet warfair, the argument that lasers are easy to tank goes out the window... They are no easier to tank in this case than any other races guns. And if there are scorps/ravens out there jamming your fleet, youwill know that if they get called primary, your going to be the one ripping down thier shields in short order, while my hyrbids bang thier heads against the good natural resist of shields versus therm/kin.
IMHO this fits just fine with the Amar battle doctrine of large, slow, castles in the sky. A race which has designed it's ships around large fleet operations versus mobile gank squads.
Remember, while the Raven and Dominix are arguably the most badassed 1v1 Bs's out there, they are pretty much next to worthless in big fleet battles... where the amarr happens to do pretty damn well.
Out in guristas 0.0, you don't see amar ships EXCEPT when used in fleets, as they are useless at killing gurista rats, or even surviving them solo, and likely to be tanked against in small groups... But mention a big fleet battle, and suddenly half a dozen amarr Bs's come popping out of the woodwork, ready to smash POS's, Stations and oposing fleets in pin*****s of sudden death.
I wouldn't call them "BEST" or worst, just less versital, and more geared for the big showdowns between empires... Not chasing down fast moving raiders... which is why the minmatar happen to do what they do, they way they do it...
