First I did not read the whole thread in detail so don't hurt me if I repeat.
If you watch the intro movie carefully you will learn that EVE is ruled by corporations. Even the government of the Amarr Empire _is_ a corp (read corp desc for Emperor Family).
The Gallente got a democracy but the true power lies in hands of mega corps. Sayed corps have some agreements. One of them is the Yulai Convetion. It gives a random corp the right to ask for removal of CONCORD protection. (You don't need any reason here.) Competition is written in bold letters in EVE and can be driven up to open fights (on the steet even :).
Declaring war is competiton as it's best. Nobody can udercut your prices if you cut his throat.
There is one exclusion from that rule and that are sayed NPC corps. But we better call them license grant corps. If somebody would disrupt there business (granting licenses to new pilots) trade would break down quite fast. And that's not what corporations want.
Let's move on to sec status. The number basicly means how fast CONCORD will react. In 0.5 you got 25-30 sec befor CONCORD hits the belt and that may last out to kill a mining fitted BC with a rax. As CONCORD is less busy in the belts rats are stronger there (that don't really make sense but you have to sort them some way). CONCORD seams to effect roids too in some strange way (less CONCORD better roids). That don't make sense either but you have to sort roids too.
Never the less one can say has lower the sec status as higher the risk and as higher the reward.
If you would have read the dev chats carefully you would have learned how blood thirsty our beloved devs are. And you would not wonder why it is so easy to get a war on you. NPC corps are some kind of save haven where ppl can regain losses _and_prepare_themself_to_fight_again_. Sadly it's not used that way often. And even the devs believe that we need a place to take breath. (ppl who are used to live in 0.0 will complain here but not anybody can be a good player (if you want to flame me now, go for it))
I hope I answerd your questions. If you need more details read the backstory. /me points at the upper left
Sadly I can't link you to the dev chats. But maybe somebody else can help here.

Jarem Alistor > My question is this: Is there a dire need for far more 0.0 space? Especially with the greater influx of new players?
If you travel in 0.0 at let's ay 05:00 EVE time you can make 20 jumps without getting a single local contact. How that will change in the future nobody knows yet.
Jarem Alistor > Perhaps that might be the reason why there seem to be more wars moving up the reaches into Empire space. Because most, if not all - at least from what I have been reading - of 0.0 is already thouroughly claimed.
That a sytem is claimed does not really mean anything by itself. You need ppl who live there and kick invaders out. You can't close gates in EVE.
I truely believe that empire wars do not grow. At least not more then the player count. And ppl declair war on noobs (who should not run a corp on their own) because they are nice targets. At least for the first two battles. Then they stay docked or leave the corp.
Jarem Alistor > Would that/could that help? Perhaps not even just this issue but the game itself?
There is no help needed. A little story here for you. Some time ago some ppl in a channel where I hang out asked for help because they got war deced by some well known ... hmm ... individuals. So we (2 corps with together 10 pvpers) declaired war on them and basicly camped them in station for 2 weeks. They got bored and moved all their members into a new corp to avoid the counter war decs. Luckyly one of my mates is The Master Of All Petitions (he gets anything back). He asked a GM to intervent. After 2 days all the bad guys were back in that corp and stayed offline.
At the other hand another corp got war deced for no reason and asked me for help. As they never will be good EVE players (their CEO don't got the point as I asked him what for the fitting should be) I decided to move them into a new corp. That was done 48 hours after the war dec and not a single shot was given. You can't petition them in such a case.
So there are measures for ppl how don't want to get a war on them. At least if they don't run a POS. But as you have to run it in low sec anyway that should not be much of a problem.

That a system such as that was what low-sec and, more importantly, 0.0 space was for?
I have to make an additional point here. The difference between 0.0 and an empire war is that you know who will not shoot you in 0.0. Where in an empire war you know for sure who will shoot you. That a incredible big difference.
You really lack experience. Especially in hunting ppl. I know how to hunt ppl and thus I know how to run away. Heck, how often did I see a target warping off!
Most ppl who refuse to actively pvp (as a hunter) never get the knowledge how to do it right and thus think empire wars are something horrible. I am in big alliances since I'm 1 month old. We ever had empire wars going on. And every single time I got ganked in empire it was my own bloody fault.

At the same time I put forth that, were they to respond with a rousing no, it is not working as intended, again without qualifier, they are in they exact same predicament. They face the possibility of losing a portion of their subscribers.
Again you did not read the dev chats. If so you would have learned that CCP likes to have a specific kind of player playing their game. (Sadly I can't quote the exact words.)
And losing some players is not much of a problem for CCP. Even the opposite is true. If we get to much players to fast the game will get rendered unplayable quite fast. (moving into Rens, docking, undocking and leaving Rens in 15 min)
If you have questions about game mechanics you can write a petition and ask. I did it befor and got some interesting answers. /me points at left to EVE SUPPORT
When the next dev chat happens you may ask your questions directly to the devs. They will be announced here on the forums.

Then the attacked party would stay docked for 24 hours. We would have wars that don't happens.

As you see, no, CCP does not want ONLY PVP-ers in their game.
Does anybody ever stated something like that in this thread? If so please provide me a qoute because I seamed to missed it.

another lol. Recent hardware upgrade fixed most of lag in hubs. Also, the problem doesn't have anything to do with hubs. Many mission runners are based in low-sec as well. It's rather unpopulated and calm in some areas...
Hardware advance with a given rate. If the player base grow fasten then that rate lag will arise. And even in a system that does not lag by itself one will feel the impact. If he is traveling there to buy something or maybe waiting for a petition to reach the end of the queue (witch is very long due to lag issues) he will be affected. If the server has to get restarted due to a stuck issues he will have to wait too.
