Yes, the sov mechanics could be subjected to change but the innial motive to nap up is ISK.
As a result, the smaller non napping entities should have moar income benefits over the 10k entities. So we all have a moar interesing eve?

The only two places players wouldn't just be able to work around it are: Outpost settings POS settings
So basically your punishing people for wanting a quality of life improvement (being able to more easily assess the risk of another ship) with massive financial penalties. Yeah, no. |

Please note that he did say we'd be able to work around risk assessments, and it'd purely be outpost and POS settings that wouldn't be worked around inside of ten minutes... |
