Is there any particularly quick way to get to them? Or do I have to grind lvl 1 missions? I already have enough for an Omen, so getting a cruiser isn't an issue, but i seem to be stuck running level 1 missions and it's starting to get a little tedious

You just need to get your standing with the corp (that you want to run missions for) up to 2ish (bit less). Connections (requires Social 3) will really speed that up.

Tutorial Mission + Connections 3 should easily put you into the lower echelon level 2 missions.
can't remember exactly but it should put you at close to 2.3 with your race. (if someone else has the real numbers feel free to correct me)

You need a standing of 1.15 with the faction you are running missions for to acess lvl 2 agents, although you will only have acess to the lowest quality agents at that standing

By the time I had run the Tutorial and Storyline agents, and done one mission for the Event agent where I ended up, both the State War Academy (my starter corp) and the Caldari Navy were offering me Level II agents. There were probably more, but those were the ones I found right away.
Now if I just had a combat ship or a hauler big enough to run them I'd be set.

i've got lvl 3 connections + tutorial + 2.2 with my race still on lvl 1 missions. Go figure  , anyone else with any ideas on how to get on lvl 2 and above. Do more mining than missions, then sometimes take a risk. YES I SPEND A LOT OF TIME IN A POD.........HA still good fun. Played for 18 hrs short of a year before getting killed 4 first time, that hurt.

You don't get told that you have access to level 2 missions. (You only get told about storyline agents)
Once you have enough standing, seek out a level 2 agent in the same corp that is accessible to you. Corp Info panel shows a list of agents, and which ones are accessible. The higher your current standing, the better quality agents become available, but you have to look for them yourself.
