I was told that you can't anchor in 1.0 sec space, but I tend to visit the same mining belts daily and I constantly see new sec cans that are anchored down. Is there some kind of special skill or bug that allows people to do this?

Hi!
It seems that the cans are remedies of old days (ref). So no skill, nor bug, just change in space lane rules.

I'm saying that I see new ones. I'll go to an asteroid belt one day, it won't be there, the next it'll be sitting there anchored. This is in 1.0 space. I'm certain I've seen this many times. As I said, I usually stay within a certain area and check the belts frequently for new unanchored cans to scoop up into my indy, so I kind of have a feel for whats there and whats not.
I dont know. I just wondered if anyone else took notice to this...

If you have the anchoring skill, try anchoring one yourself. It can't be done in 1.0 down to 0.8, trust me, I tried it, unless someone else has found an exploit to do it.
Right click on the can and bring up the info, it will give the users name and corp they belong to, If the owner is a noob, petition it as an exploit. Even if it's not a noob and you really believe it wasn't there yesterday, petition it anyway. Make a note of the belt names in the systems you work and what cans are in it to be sure, you don't want to make a fool of yourself because one belt looks pretty much like another. 
I have several cans I want to remove but I was offline for 6 months and forgotten the password I used so I can't unanchor them I don't use cans any more but I don't like to litter the belts.
I think cans not used for a few months should automatically be unanchored so garbage collection can be done.

Are you sure they are secure cans? You can name jetcans as well. Go and try open one. --------------------------------------------------------------------------------

Also, you can launch secure containers without anchoring them. Come by in a hauler and scoop them.

no aggression if you scoop it up, only if you steal from it.
So scoop to cargo and leave. Free container and contents

Is there a quick way to identify an UNANCHORED secure container from a ANCORED secure container ?
Would be handy for the public belt cleansing service I sometime do
