Risk & reward is a key feature of EVE. Activity in low and null should be rewarded more than the same activity in hisec. Hopefully most people agree with that.
The recent change to Agent Quality was, I understand, driven (at least partly) by a wish to "spread people out" in EVE a bit more - so mission hubs with high quality agents didn't get overcrowded. Reasonable aim.
It seems to me it would be very easy to tweak this in such a way that you still get the "spreading out" factor, but also provide more of an incentive for people to move to low and null.
Make all hisec agents quality 0 Make all lowsec agents quality 10 Make all null agents quality 20
If you want the best agents and the best isk rewards, you can have them - with the associated risk of being in null.
If you want (more or less) risk free returns, you can have that too, but with less isk.
I don't think this would have a huge impact on behaviour, but it's just another nudge to encourage people into the more dangerous parts of EVE. No doubt carebears will squeal, but it just ain't right that the best isk in the game is in hisec and this may help shift that balance.

While I understand were you are coming from you basic idea falls over as most null space has no agents. The NPC null space that does has mainly that faction's agents and you have to work up too the high level agent as you do for empire.
This would only support the low sec pirates as a mission runner would have to risk there better set-up ships to do the better quality agents. In fact what the result would be is that the systems that have the good agents in would be so full of griefers and pirates that the mission runners would not enter the system, unless the reward was high than sanctums in null space which would ruin null space, as the risk from pirates would be too high. |
