It comes with a code for 60 days gametime for a NEW account, but I want it on my existing account, or in PLEX form. Can I petition it into what I need/want, or can I trade the code with someone for a pair of PLEX, ala the old GTC trading tool that used to be here on the website? |

You get a single PLEX with the Collector's Edition, separately from that 60 days game time thing for new accounts. That 60 days of game time is just a gimmick, since you can frequently get that deal with promotions CCP runs every... oh... every 60 days or so 
I don't think they will let you convert that into 2 PLEX. In fact I'm pretty confident they will not.
But hay, why not petition it for fun and see?

Sell it in the sell orders forum, seen plenty of people make isk off that code that way. |

Or you can use it to upgrade an existing trial account to full status, with 2 months of game time.

But it says in the redeeming instructions inside it can't be used in conjuction with existing accounts or trial accounts? So was that last part bs? Because that makes selling the code for a new player impossible, why would anyone buy straight up a new account... |

it works to extend a trial account. I got a 21 day trial and immediately redeemed the code.

No.
CCP has a wide range of codes floating around, a lot of those come with promotional items.
They all boil down to 2 types. The ones you can use to create new accounts or upgrade trial accounts, and the ones you can use to extend gametime ie. GTCs. |
