I do some mining in high sec when I don't have time to run the belts or a mission. Occasionally, I notice an ore thief running around.
If I fit my Osprey out with tackle gear (very easily done), and I tackle the ore thief, are they able to shoot back or will Concord get them if they do?
My intent isn't really to cause harm, but rather to annoy the hell out of them for a while. Keeping a kiddie ore thief tackled for twenty minutes is probably as close to making them sit in the corner as I can get. :) ---

They can fire back to you if you engage them (tackling included)

If you do that with an Osprey... they will probabaly kill you, unless they are in a hauler or something...

depending on what you are flying and what your opponent is flying you can setup very simple and effective traps

i think if you do that in high sec (0.5 and above), YOU will get concorded

I am a professional ore thief.
I often advise my customers to fit tackling gear as you could force a compromise from hauling ships persuading them to return your ore to allow release.
IIRC the osprey has a small cargo bay, I'd suggest filling it with light scout drones, yes you'll lose some mining capability but I'm sure you'd appreciate the extra security.

Load up with only a few mining lasers, missiles lauchers, and drones, and wait for a frig or hauler to try to steal from you. Any combat ship bigger than a tech 1 frig, though, you don't want to mess with.

Actually, not in the least. I had a young pilot scarf a bit out of my can. He thought he was being the big nasty pirate for stealing something like 30 m3 of veldspar.
When I tried to tell him that a) I dig eight times that amount in a cycle, and b) he can get shot down for doing it, he got stupid and started throwing smack around. From the way he was talking, I think he's about 12.
I could have driven him off, I use drones for defense, not mining, and I'm quite good with them. In fact, I could have easily shot him down. But I was thinking something a little more educational might have been in order.
After all, no ore thief worth his bounty steals ore in an Ibis, now do they? ---

There's obviously something I haven't understood about using drones. What good do they do me in the cargo bay?

I'm not generally of mind to blow someone's ship up over a minor loss of ore. Plus, when it's just a kid, and obviously new to the game, I don't want to really trash him over it.
I thought about it though, when he was sitting there crime-flagged, and smacking me in the convo. Every time I started to move my mouse to engage the drones, I just had this feeling of pity overcome me. It felt like I was about to kick a puppy.
On the other hand, if he doesn't learn from a subtle hint, perhaps something more direct will be in order. I've only run into the pilot a few times. ---

Well spotted, I obviously meant drone bay 
Kill rights on an ore thief last 15 minutes.
I strongly suggest you do punish the ore thief OP as they will just steal more from you if you don't. I personally mark people who don't retaliate so I can focus on them in future.

Extend the kill rights for stealing ore, to one week. 15 minutes is not enough time for the most part. But only ore.

Robbing have to be banned from this game (maybe not in 0.0 because it's a PvP zone)
Being a robber in a game is to encourage being it in real life, because it is easy and quick in real life. NOT the same as being a pirate in real life !!!! Think at that deeply !

note: and please, don't tell me to use hundreds of those "huge" secure containers into the spot, that is not big enough to hold ONE TICK of my mackinaw (4 White glaze blocks per tick). I'm a freelancer, and I can't mine in group, so I can't defend myself. This game is going to be worst for me now :(
Give us bigger containers.
