In addition to advising the Installation Commander on dealing with things like Hurricanes and major accidents (such as when a plane crashes), I tell folks how to survive if WMDs are used.
We're not a very popular office until things get ugly.

Duck and Cover? 
As much as comidians mine that phrase for jokes, the truth is that MANY people could avoid injury/death by use of "duck and cover", especially with an air burst (Air bursts are ideal for maximizing blast and flattening cities, but produce only trace fallout. An Air Burst is different from surface and high altitude bursts). Folks to close to ground zero would die anyway, but MANY folks would be at distances where it would help.
Nukes are not the main focus of my day to day job, but I wrote a military fallout shelter guide about 10 years ago (and have hardly touched the subject sense.....)
Comidians have also poked a lot of harsh humor at the use of roled plastic and duct tape for sheltering in place. Again, the comidians are wrong (even if I do laugh at most of the humor)
For most threats, be they natural disasters, major accidents, or enemy attack, panic and ignorance are the things most likely to be the root cause of most injury and death.
