First of all, I like armor tanking and long-distance weaponry. This leads me to think that I should specialize in Amarr and/or Gallente.
That is simply a bad choice. Pick one and stick with it. If you want both then buy another account.

I also like the damage output and situational advantage that Drones provide. This makes me think that I should specialize in Gallente.
That is quite true. If it wasn't for drones then Gallente would simply suck. Close range boats are quite ineffective these days compared to the risks you take, and their long range abilities are only average compared to other races.

Well, I like what both Gallente and Amarr have to offer. I like Amarr's heavier tanking abilities and larger damage (er, or at least I am under the impression that beam lasers have a higher damage potential than railguns? ) So, I've decided that eventually I will specialize in both. Since they both share a lot of skills (armor tanking and gunnery skills), I doubt I will have trouble doing this.
Specialization is the key for new players in EVE. If you want to be good at something then just pick one race and stick with it.

However, I can't do both at the same time, obviously. I need to do one first. So far after some analysis of Amarr ships, it seems that Amarr ships can be used proficiently with a bit less skill base than Gallente ships.
Gallente are most likely the most skill heavy race of them all. It is however rewarded with little bit more flexibility than for example Amarr and Minmatar races have.

If so, I will likely concentrate on Amarr ships first. I am guessing that an apoc, prophecy, and geddon will do well for PVP while I am running with friends, and I can later get drone skills for a dominix when I do more and more solo (or still even small groups) PVP.
The raven and dominix are probably the solo boats out there. Amarr ships are generally bad soloers though and even though the mega is probably not as good as a support ship as the geddon or apoc then it will hold it's own in battle.
