This is mainly of use to freighters and here's my opinion about that :
the only freighters ever needing to repair structure operate in low sec / 0.0 Freighters are already underused in low sec and 0.0 as it is. Those that are willing to take one through , even with scouts and escorts are generally risking billions, considering how easy it is to login- trap one. To also make these guys pay hundreds of millions of repair costs if they do get scratched is a bit much tbh.

Fire up the market, you will see a section in it which is called exactly that - starBASE structures, which contains POS modules. So why can't some starbase module provide a repair facility?

sure it is not, that's why there must be some option, perhaps severely restricted. Like requiring a POS and a great deal of time.

Oh I can definately see the argument for allowing a POS, I was arguing that perhaps a remote module/drone wasn't perhaps desireable.

I don't see why a remote module is that much worse than a local module in this respect. If you've got someone with a remote rep handy, then you've already planned your logistics in advance, which I think justifies the advantage you gain.
As to the "realism" argument, yes remote structural repair would be very hard. The nanobots need to be uploaded the correct schematics, given access clearance by the host ship etc etc. That's why it takes so damn long :P
