To be honest, both works. I'd prefer the names in a list format as that makes it easier to read. And all caps is not required nor encouraged :)

The e-mail you received is the contents of the in-game petition that was sent to you. I personally would reply using the reply function of the petition system, not as a reply to the e-mail notification.
I just copied and pasted the char names direct from the team roster page of the NEO sign-up site.
