1. T3 Items will require the T2 Counterpart to build upon 2. T3 is modifying an item. E.g Smartbomb with lower damage but bigger range 3. T3 is Officer items, but with higher fitting requirements. I.E T3 to T2 is like T2 to T1 4. T3? Heck there aint enough T2 items! T3 is the pull of CCP to keep us playing! 5. T3 items require outposts 6. T3 is Arnold Shwartznegger's last great Film --- Slot 10 Akemons Modified 'Noble'Zet 5000 implant +8% Armour FREE |

T3 was said to be (by the Devs at the first fanfest, so probably changed 100 times since then) the ability to 'overclock' your kit. So you got better dmg / hp etc at the exepense of dmg to the modules.
Heat dissapation would be a big factor in how much of this you could do.
e.g. you might be able to fire one uber shot from a tach, but it probably wouldnt fire again.
There would be different stats for ships, like heat dissapation capacity or whatever. And probably module to help out (heat sinks / thermo dump panels :) ) or something.
That's how I remember it anyway.

I want a slider on artillery that has increased rof and decreased damage on the left and decreased rof and increased damage on the right. I don't think mine would ever leave the right :)

last i heard it was going to be like no 2, you would be able to boost one attribute of the weopon but it would have a negative impact on another attribute of the weopon

And afaik, from rumours - buildable in 0.0 only, with bonuses from outposts... Materials will probably end up coming from 0.0 cosmos. -------- Shinra Director

From the development notes, Archeology will be the key to T3 production and Hacking will yield more T2 production (probably bpcs). So I'm guessing 0.0 cosmos will have these areas. Also, the whole overloading your modules thing is being implemented as "heat", separately, if it makes it into the game.

I heard (2), but they were "faction" only in as much as they were stamped by the producer. so you might some day be able to buy "babyblues modified expanded cargohold III" or something like that - just as soon as I get the Expanded Cargohold II BPO in the lottery, which should be sometime soon. 
Now if somehow you could get your unique skills into the mix, then you could create some truely unique items - which may or may not be worth more money to a buyer. In my case, the Cargohold III would smack in local when it got blown up. Think of the possibilities!
