I'm going off the idea - not because I don't like it, but because its got some fundamental flaws...
Whenever any imagined stargate-building comes out, no matter how its achieved - then I would **imagine** it costing some multiple of a titan hull - i.e. x-hundreds of billions to build ( x > 1 !) So I don't think that parking a titan and moms itself is too expensive. (You'd also get your sell your mods - which in the case of my Nyx are worth more than the ship itself.)
But as mom/super numbers reduce you are making the existing supers (that you don't own - and your alliance/bloc doesn't control) more powerful, more useful, more valuable assets. Probably/possibly for your current and future enemies. This is what needs compensation, and I'm not sure that that can be worked out - because the the compensation would need to scale at a rate of 1 over the number of supers left in game.
The first guys to sacrifice their supers effectively pay the least (as their supers are worth the least) in order to keep getting people to do it, there would have to be some strategic advantage given to the builders. But by EVEs nature - the first people to do it, will make the most, and people that follow, will make less and less. That's not a golden rule I know, but its the general trend.
So these two things are going in opposite directions - the perceived cost increases as more stargates are built, and the benefits very likely reduce. If some clever soul can think of a way to reverse one or other of those trends then the idea has merits, else - not-so-much. |

Picking up on the Titan to build a stargate thing - yes remaining supers become a bigger issue - you could always build in some sort of obsolescence so that they gradually start to become....rubbish, maybe their modules don't switch on regularly or not to full effect, drones miss targets etc....then there will be a clamor to use or lose them or they become useless....maybe even build in a reduction of the reprocessing value as well over time so that there is an incentive to get rid of them 
Of course, idiots like me who have spent weeks training up the skills will be apoplectic at the loss of our beloved "I Win" ships ( and skillpoints no longer used)  |

Prefer to see any player built/owned jumpgate have the same issues and needs as POS towers... they need fuel and they can be killed.
