If someone kills someone from SA outside stain, will you kill them if the show up in Stain? Would it make sense for me to be able to murder Canadians without their government caring as long as I did it outside Canada?
Laws may not be enforceable everywhere, but that doesn't mean that those who enforce then won't come after you if you come into their jurisdiction.
If the canadian walks into your house, steal your things and then urinate on the carpet? Maybe you'd want to kill him. Could be translated to go to Stain, mine "our" bistot and then talk smacktalk in local.
But those kills are very few. Read what Rust said. Our enemies constantly use alt spies to watch what we are doing. And now we are to take a sec hit for sending them back to clonefacility???

Nope Rust. If you read the patch notes, they say they have FIXED the BUGGED 0.0 systems. So we can now go to FD-MLJ and kick pirates without taking sec hits.
It's obvious that this change comes to give the pirates(terrorists) in FD-MLJ sec hits in the future too. And as usual, CCP are shooting themself in the foot.
