Capacitor Readout, and possibly shield readouts are not working properly.
Example, my display shows I have 2200 capacitor units, and when I try to use a module such as a laser, which only uses a small amount, states, Insufficient Power.
This occurs all the time, and I actually lost a ship due to this. Please fix this problem.

ú100 says you have an Nforce 2 motherboard.
It's a known bug, unfortunatly, there's nothing you can do to really fix it :D
Download clockmon and sync your machines time, that's the only advice I can give.

I had the same problem. As do many other people. There is a comprihensive thread going about this at the following link: http://oldforums.eveonline.com/?a=topic&threadID=298545
That thread is mostly concerned with capacitor lag, but it is more or less clear that the shield (and even armor) lag are more acute versions of the same 'feature'.
There are multiple solutions offered there and all of them have solved someone's capacitor readout problems. So I suggest you try them all. In my case the problem was my overclocked CPU. Anyways when your visit that thread, please post your problem there also as that bumpes it to the front again, helping everyone with this problem. 90% of the people following those instructions have found a solution to my knowledge.

I had a serious bout with spyware/malware...etc. and installed Spyware Doctor (a PC Tools product) to fix it. Since then, the cap problem has gone away completely. I have the Nvidia motherboard, etc. that has been associated with the bug. I can't answer why it is fixed, but it just is (permanently I hope.)
Just fyi...I had webroot installed before and the subscription ran out...Spyware Doctor may take care of something webroot was missing.
I will say this topic needs a STICKY as previously requested in another thread.

Am I missing something here? Insufficient Power is not a cap problem. He needs to check his power grid. Not enough power to fit the module.

Yes, it is not a problem with his fitting - it is a display bug where your cap and shields display as 99% regardless of actual value. I came very very close to losing a faction fitted cerberus before i realised I had a bug - 100% shields on my UI and then my armour starts plummeting. It is very dangerous and the advice I had back from in game petitions did nothing to fix it long term.
