As the headline says, who can tank better in general, the shield or the armor-tanker ? If i'd like to create the best possible tank, what would be better ? I know it depends on race, and what damage opponents do + what kind of hardeners etc. etc. but if we assume they do equal damage and maybe no use of hardeners and such stuff - and lets take a bc or bs - (for example armor tank amarr bs and shield tank caldari bs) - who would do better in tanking ?

Theoretically, the shield tank should soak more hp/second but it shouldn't last long. The armor tanking soaks less hp/second but is easier to sustain indefinitely ----------------------------- I know where is the ISD naughty secret

If you buy some insane modules and implants to your Raven or Navy Raven or Rattlesnake you'll have a monster tank.

Armour tanks repair less hp per second, but are much more efficient. They repair more hp per cap used.
So armour tanks are much easier to sustain constantly, but shield tanks are superb for quick bursts of hp.

Also, shield tanking ships usually have a smaller cap than armor tanking ships (for example, raven and apocalypse).

But the Raven's primary weapon, the missile launcher requires to cap to use unlike the cap hungry Apoc.

The shield tank has the potential for more regen/time but requires more capacitor to do so. With an armour tank, however, assuming you have the capacitor to run your repairer harder, you have to actually fit a second repairer to make use of the capacitor. That means you've less space for resistance gear.
In general use, they're balanced. With capacitor injectors, the shield tank can be run harder for a few minutes before the charges run out it can return to its normal rate of tanking with a few mids wasted. If an armour tank uses injectors, it ends up wasting mid slots like the shield tanker when the charges run out but it also wastes low slots since it has to fit more repairers to take advantage of the cap that injectors give.
For sustained regen, armour is my personal choice in PvE. It's just easy, slap on a repairer and the right hardeners, maybe a plate, run the tank indefinitely. Shield tanking is a little more manually controlled, not just leaving the booster running indefinitely. In most cases, running the booster full time will kill your cap. I like armour because if my internet connection goes kaputt, my repairer is still running and my cap will still hold while i try to get back onto the game.

Imho with enough isk the shield tank is much more powerfull. Lows are used for cap recharge (Power diags). With faction shield booster modules (Gist for L/XL) the shield boosting is more efficient capwise because you can apply shield amps which amplify the booster boosted hp without increased cap usage.
PvE: The Dominix. Most recommend to armour tank it since it has the low slots for it (7) and "only" five midslots. But with invulnerability fields high resistances can be achieved by simply using two slots (2*dread 37,5% invuls for example). Add two dread amps 37,5% and a Gist B-type XL booster. With lows filled with T2 power diags (7) you can run this tank forever without the need of NOS. A Gist X-type XL is more cap efficient but can't be run forever (so you need to babysit with it, on/off).
This setup (B-type) "repairs" for 262,53 hp/sec plus aprox. 24hp/sec shield recharge when they are down to 30%. Resistances aprox 58% EM, 83% EXP, 75% KIN, 66% THE. Add a crystal set and the sky is the limit ;)
I'm not able to fit the Dom with an armour tank wich could sustain more dps than the shield version (I haven't fitted the best of the best though since that would cost billions when the current shield tank costs aprox 1 bil+)

Have not delved deeply into smaller than BS tanking, but with skills taken into account to me shield tanking modules are more cap efficient (faction/officer).
Core/Corpus X-type large repair 2.8 per used cap, A Gist X-type XL booster boosts 3.66 hp/cap (shield compensation lvl5).
A T2 large repper 2hp/cap, T2 large booster 1.5hp/cap (1.66hp/cap with skills). So when comparing "expandable" gear the armor tanking is more cap efficient.

Dont forget that a shield booster starts boosting when you push the button, armor repairers boost armor at the end of the cycle which is more than twice as long as on shield boosters. ------ Ö Ship lover

With the Shield Compensation skill at 5, an XL booster II with a shield boost amp will be more cap efficent than an 2 Large armor rep IIs ---

Damage controls are low slot mods and boost shield resists, theres no comparable mid slot mod boosting armor resists
But
Armor has higher base resists.
Armor tanking allows you to repair armor damage between fights, whereas if you are shield tanking and take armor damage in a fight, you are stuck with that armor damage until someone remote reps you or you dock and repair/refit.
With the stacking nerf, mid slots became much more valuable than low slots.
