and if you didnt taste the sarcasm, anyone can say they did, proving it is a other story. So stop boasting your ego, especially since there most likely will be nothing to boast about.

Some other highly active scammer, Zeppo(?), brags I believe. Ofcourse, those people are known, and earned it. This guy's just making a bad april's fool joke I think.

Bragging is fine as long as its justified.
Doing something old, pathetic, and lame in a boring manner (Cormorant for Ferox, etc) is not even postworthy. No matter how many times you do it. Maybe if you did it 5 times against the same person it would be.
Doing something badass/evil/new/interesting is postworthy and worth bragging about. And that's what Istvaan does.

The most creative and sheer volume of scams I ever had seen in an MMO...was back in Early AC1.
taht game while awesome and unique...had more scams occuring hourly than any game I have ever played...no way to secure transactions in the early days...so you had to use a middle-man or some otehr drop and run to item tactics..it was awesome...lots of memorable scammers I recall from that game..Mad Martigan being one....but um I digress...wwho are you? lol 2 scams? grats?

I don't know whether or not it is ok to do it in-game, but the rule you quoted is only valid in the forums. Yes, it says "in-game", but I'm not required to read the forum rules to play the game.

So no much doubt about it: you cannot impersonate somebody in the forums, yet there is no explicit rule, in the EULA, against naming your char almost equally like another player.
If you check the player guide about 'scams', you will see that scams are consider legals as long as they don't use an exploit; if you are allowed to name your character however you like, it is not an exploit.
The fact that the forum rules say you cannot is irrelevant; you are not required to read the forum rules to play the game.
If so, why have people gotten banned for impersonating in game?
I know people who have petitioned those doing the CEO alt scam or people who have created alts to try to steal ISK that was going to BIG Games/etc, and they have gotten banned and the characters deleted.
Note how there is only one BIG Games, and no variants.

The letter of the naming policy quoted in the previous post is quite clear, and says nothing about players.
The scamming section is quite clear; says nothing about impersonating.

Underlined, CCP reserved for itself some gray areas; not a clue what are the 'circumstances and severity' of a scam without an exploit to merit CCP's interventiong... but after the GHSC theft against UQS I think that the 'severity' bar is rather high.
So, dunno... guess it has to do with the 'circumstnaces', and it falls into the 'act of God' category?

As far as I am aware, those GHSC guys scammed 20bil, which is well documented though it was a corp affair. The Guy called Macro Media scammed 24bil solo, though this was backed up by his "Evil Genius" guides he used to post before he quit. Then there is the Zeppo or however its spelled that did those Pimp your ride scams and labslot scams, which made him billions.
