I agree with the original poster, though the specifics may be a bit too extreme. If you are loud, obnoxious and rude to other customers at a place of business, such as a restaurant or bar, the management will throw you out. Ideally, the same practice would apply to an online business like EVE.

Out-of-game behavior, however, is held to a different standard. Harassing another player or making extreme verbal attacks of a violent or sexual nature is already grounds for a ban according to CCP policy. Maybe all the OP is really asking for is better enforcement of the existing harassment policy.
