First of all: I have to say thanks to Chribba for creating and setting up EVE-Files.com and EVE-Search.com!
I was looking up the Ishkur and saw that it has 2 additional "horns" on the front. The image I was looking at can be found here (link to EVE-Files.com).
Is there anything special about them? Are they just decorative? I have noticed that some of the NPC ships I have been ratting have them too.

Purely decorative (at least, they did nothing when I had one :D), most t2 ships based on t1 hulls have added mods to distinguish em, the minmatar wolf has rocket packs and extra wing panels for example

yeah, I think they are supposed to be drone control antenna's or something.
but as said... only makes it look cooler.

Ok, I'll think of them as shield generators. I just needed a rationalization for them  now I want to know why the ship goes slower than the Incursus even though it has additional thrusters added to the back, must be the added mass from the drone bay

They are used to roast marshmallows in BS exhaust streams while camping gates.

The two smaller horns are 3/4 wavelength omnidirectional diversity antennas operating in the UHF range of 250-340MHZ to control the drones. This system provides a type 1 secure communications path to the drones and Havequick II FH for jam resistant LOS communications.
