Trying understadn the differences with the 2, I see arty has worse RoF, but why would you use arty over rails.

Some ships have bonuses for rails others for projectiles. If you look at the tempest it has 2x 5% per level damage bonus (damge + rof). That's a lot of extra damage when you add it up.
Arts are all about alpha strike, do a lot of damage in the first round, might even be able to instant pop smaller ships. Arts also have more varied damage types to choose from while rails are stuck with kin+thermal. --------------------------------------------------------------------------------

Rails have better DPS, but require significant cap to fire.

Rails:
+ Best optimal range. + Better DoT on single-damage-bonus ships.
- Only thermal and kinetic damage. - Huge cap use. I mean HUGE. - Need a lot of CPU to fit.
Artillery:
+ Very small cap use. + Best falloff (can use most damaging ammo further out). + Best alpha strike. + Can do all damage types, although that also affects your optimal range and total damage. + On ships with RoF+damage bonus, more damaging than rails at high levels (at ship skill level 5, a 720mm on Rupture does about 13% more damage than a 250mm rail on Thorax; a 1400mm on Tempest 12.5% more than a 425mm on Mega). This is balanced since usually Minmatar ships have fewer turret slots.
- Worst tracking (even if only just, rails track 4-7% better). - Very small magazine size. - Need a lot of grid to fit. - The smaller artillery (250mm, 650mm, 1200mm) are all pretty much worthless.
In my opinion, rails and high-end artillery are pretty well in balance, the smaller arty could use a boost.
