Also what does the optimal range and falloff range mean on them? Can they miss?

They work at 100% in optimal (so reduce tracking by 30% or more). In faloff their effectiveness is reduced (so instead of 30% they cut 20% or less from tracking).

I've never seen mine miss under optimal though. I agree that's how its supposed to work according to what CCP have said, but both Disruptors and Dampeners seem to work every time under optimal.

I think Maya refers to the falloff. If in optimal+falloff, it's a chance to work 100% or not at all.

Yea, thats what i meant. Im talking about in falloff too. Its easy to notice a failed attempt outside optimal + falloff, but ive not had it within falloff yet.

Hmm, afaik all non-ECM EW will hit 100% at max range (optimal + 2x falloff) but will have their effect lessened. So lets say a 60% dampner at optimal+falloff should only dampen 30%. The other vets that replied have put me in doubt though, so not completely sure on this now, gotta test it...

Same here. Was pretty sure it hit 100% of the time outside optimal (dont remember testing them at opti+2x faloff thou).
If anyone could test this it would be nice :)

This is wrong and is very easy to test. I have only tested it for ECM and Target Painters but on both cases there is a hit or miss, if they hit they work for 100%, if they miss they work for 0%. At optimal+falloff they have 50% hit chance.
For ECM it will give the same jamming probability as an effect drop would in most cases but you will see the difference if jamming strenght > target ship sensor strenght. --------------------------------------------------------------------------------
