The best way of handling frigates like webifiers, wingmen and kyoukans (i.e. 25k or 30k ones), is drones! However, you NEED to have the 'Drones' skill at lvl 5, and 'Drone Interfacing' at least at lvl 3, as well as some levels in most of the other combat related drone skills requiring 'Drones' at lvl 5. 'Drones' at lvl 4 enables you to have 4 medium drones in space at a time, while lvl 5 enables you to have 5. This is the minor benefit! The BIG benefit about the above is that 'Drone Interfacing' gives you another 20% damage per lvl, which in effect is like having another drone shooting. Thus the above setup will double your drone firepower and can easily break the tank of any frigate. Even better would be to train skills to use T2 drones. They cut through everything FAST.
NOS are good! Your main problem as I see it is you running out of CAP. Make your NOS the best named ones, and you have 25km range on these. Don't see them as a mean of weakening enemies tank (I've seen no proof to that effect myself. Ships seem to die just as fast NOS'ed or not NOS'ed), see them a way as supplementing your CAP. Target a cruiser (or even better a BS) in range, and keep this one alive until you've handled everything else. Treat it as your CAP milking cow :-)
Then to the other fittings.... Ditch the sensor booster, and add another hardener instead. The Sensor Booster only helps you target your first enemy faster. For all following enemies you can target them while beating up the first one. Basically you've got a wasted mid-slot. Consider replacing one of the PDS with the top named Damage Control. Gives you another 10% (approx.) shield resist. You should also seriously consider getting a faction SB, like a 'Gist C-type X-Large'. Yes, they cost 300+ mill, but are DEFINITELY worth it. They just about cut your CAP use in shield boosting in half!!! Maybe use a 37.5% faction shield amp as well (cost around 80 mill.). I use this setup and can replace about 10% of my shields at a cost of 187 (iirc) CAP. I only VERY rarely get down to 1/4 CAP or shield on lvl 4 missions. Consider using specific hardeners instead of invulns. They use less CAP. It all depends on who you're fighting though.
