Hello everyone,
As a candidate for CSM9 I will focus on supporting mercenaries and small to medium size warfare.
I have some specific ideas that I'll be bringing to the table, as you'll see in my next post, but first I'll describe my mental approach to being an efficient and helpful member of the CSM for the players.
As a CSM member, my feedback to CCP would remain focused on ensuring changes, additions, or tweaks do not exclude or make life unnecessarily difficult for people to play in small, independent groups - whether this is a fleet, a corporation, or an alliance. I strongly support and advocate gameplay that encourages people to play in fleets that don't number in the hundreds, gameplay that gives these groups a meaningful objective that isn't simply killboard stats.
I believe that positive reinforcement is a better incentive for players than negative reinforcement. Instead of discouraging people from taking actions, I will advocate for encouraging people to do more and do it more often. Encouraging players to undock, take action, and fight for what they want is what we as players want from EVE.
It's very important that the CSM remain as transparent as possible so that players know and understand what the CSM are doing and why. I have always been a proponent of an open process, and will maintain that throughout my term if elected. This policy ensures that I must remain harshly critical of tweaks or additions that negatively impact players while ensuring I am a strong advocate for positive changes.
To the best of my ability, I will stay in touch with the EVE community, having an entirely open door policy so that any member of the game can approach me with ideas, criticism, suggestions, or comments. It's important that the CSM remain grounded and connected to the realities of the game to ensure the council is representing the players effectively and fairly.
A bit of background about me. I've played EVE as a mercenary almost exclusively since I first really got into the game in 2011. I'm currently the CEO of Noir. Academy, a training corporation in the Noir. Mercenary Group alliance, and have held this position since February of last year. Noir. is the only full-time nullsec mercenary alliance in EVE and we focus on small gang warfare. Unlike many mercenaries we also operate in high, low, and even worm hold sectors of space.
As CEO of a training corporation, I have the unique position of witnessing how people view and react to small scale warfare in various types of space for the first time, whether for good or bad.
I write a blog where I try to post about things from the point of view of a mercenary.
As for myself out of game, I'm a 27 year old marketing and sales consultant for apartment communities across the United States of America. I also work part time as a volunteer community manager for an independent game developer.
These two facets of my life lend a great deal of experience in relaying vital information in organized and understandable ways to and from developers and the community. My sales experience has given me the skills necessary in conveying an idea to others as well as the confidence to communicate effectively.

There are a few specific things I'll focus on that only relate to mercenaries, but almost all of the points work together to foster the mercenary and small to medium play style.
My platform is built upon the following points:
Encouraging Small/Medium Scale Warfare
- There is a lot of room for improvement in encouraging and nurturing small and medium sized fighting.
- Smaller objectives can be added that will have positive effects on gameplay and provide reasons against using huge fleets for everything, such as requiring multiple actions occurring simultaneously to complete a larger objective.
- Exploring the possibility of implementing features that have worked elsewhere in Eve into areas where they are needed.
Power Projection Tweaks
- Power projection needs to be brought to hand, but in a way that avoids unnecessarily frustrating players. For instance, simply reducing the range of a titan bridge will simply result in players doing more bridges. They will still do it, make no mistake, it just means one more step. The end result is the same. Rather, there need to be reasons for players to stay in a more localized area when trying to quickly place "boots on the ground".
Encouraging Intra-regional Conflict
- One of the reasons small and medium sized warfare has fallen out of favor is because conflicts happen on a whole-region or multi-region scale.
- Having multiple conflict hot spots within an individual region encourages and nurtures smaller groups to have a viable impact.
Corporation and Alliance Interface
- Having spent time as a CEO, there are quite a few ways the interface could be improved upon, specifically taking ideas from recent UI changes such as the radial menu.
Reinvigorating Mercenaries
- Mercenaries are a vital component to sci fi, an instantly recognizable and relatable career that anyone can understand. The mercenary career in EVE should be tough, difficult, rewarding, yet thriving.
- Adding a true mercenary marketplace.
- Adding a mercenary option to the career finder on the website

That's a good point. My time with this company is currently winding down. I haven't done anything for them in about four months, and while I still unofficially hold the position, I am free to leave at any time.

from my experience as a merc ceo and contract manager in both highsec and lowsec and an ex ceo in noir. I agree with promoting small gang and solo viability in eve and with my experience with him personally....full support from the crazy guy :) and the support of lcrve...cause i can tell them to vote for him lol |

+1 on my vote for Psianh. He runs the Noir. Academy programme and has recently done some Merc interviews (http://psianhauvyander.blogspot.com/2014/02/interview-with-mercenaries-featuring.html) which were great. Small gang & Mercs need some representation on the CSM.

I think a healthy EVE is one where we have dozens and dozens of smaller alliances who are constantly fighting for what they already own, brawling their neighbors for a bit more. I'll support any method that proves to be fun, inventive, and flexible.
The "farms and fields" concept has some merit. It's one of the better suggestions that's made headway in the community in the last few years, and it's something that I'd definitely like to pursue. The overarching idea, that smaller, sub-capital fleets can disrupt the income and manufacturing of larger alliances is something we desperately need in EVE right now.
There are certainly lessons that can be learned and applied from faction warfare to null sec, however I'm not convinced that they are the best solution. Things like ship-class restricted complexes would be a bad idea, but if a great argument could be made for control points and it proved to foster small and medium sized war, I'd be in favor of that. While it's not without controversy, I feel like I have to point out that the ESS is a pretty perfect example of both necessary sides of farms & fields - not merely giving smaller groups or even solo pilots tools to disrupt their foes, but giving the 'farmers' tools with which to cultivate their living space (which then, of course, those small groups or solo pilots can come along and steal or break!) I was just talking with Tyrant Scorn about this, actually. Doing these interviews has really shown and taught me a lot about the mercenary career path. Even though I've been doing it for three year almost exclusively, learning about low sec and WH mercs (and hopefully HS mercs soon) has shown me a lot.
I'd love to continue doing this for other careers, breaking it down into different areas of space, for instance, and noting the issues, problems, and praises that span across those gaps. This has turned out to be a really great way to dig into the topic in fine detail, and can really be applied across the board.
I don't have anything planned next yet, as I'm still working on the mercenary one, but I'd certainly like to work my way through the list. Just off the top of my head, maybe I'll tackle bounty hunting next! My Blog @wsethbrown |

All my experiences with the ESS (from a disruption side) have been great. From making away with 140 million isk to dealing with ISboxing bombers to getting fights while attempting to steal. The amount of content it generated thus far has been a very pleasant surprise in the small-ultra small gang format. I look forward to more game changes in this form. In the interests of clarity, could you please define what you mean by small scale and medium scale? Some people have wildly varying definitions of these.
You appear to understand the role of the CSM quite well, which is good. Do you think you'll have the time and energy to fully commit to CSM duties? Almost without exception, newly elected CSM delegates are surprised at how much time & effort is required in order to make a good impact and be a successful player representative. |

I define small scale warfare by 10 or less people in a fleet. Medium scale warfare is 10 to 40 or so. It's semi flexible, but that's just to give an idea.
I have the capability, time, and energy to commit to CSM duties, yes. I'm sure that I too will be surprised by the duties, but I am fully aware of the commitment I am making by even running. I'm not completely inexperienced to this type of work as I've been a community manager for various projects - some of them quite demanding due to poor launches. My Blog @wsethbrown |

Not at all! Ali and I work very well together and get along famously. Furthermore, our focus is slightly different. While we're both very big proponents of transparency and communication, I'm focusing on the small and medium sized warfare in EVE. Let's talk about your views on Link alts/ Off grid(or on) boosting. It's a very important mechanic for the livelihood of small gangs dunkin' gangs they should otherwise have no business fighting. How did you like the previous changes made to links and command ships and if CCP came to you saying "Psianh, over the next 6 months how should warfare links be handled?" The command ship changes were a nice step, especially links not working inside POS shields. I'm a big advocate for on-grid boosting, but I'm aware that there may be some significant hurdles, code-wise, that may prevent this.
It's important that EVE always gives with the one hand while taking with the other. If something has a powerful advantage, it must have a strong disadvantage. Using a boosting ship offgrid gives a very powerful benefit with too small of a downside, and I'd be very much in favor of incentives for players to use their boosting ships in the fight.
If it were up to me and there were no limitations simply requiring boosts to be on grid would be my solution. Facing reality, we'd have to get outside of the box, such as having the effectiveness of links increase with the amount of ships that are in a certain radius, starting from a very low amount and rising to a ceiling - just as an example.
Again, it's important to balance positives with interesting negatives while offering incentives for players to take action, to actually play. I very strongly feel that encouraging people to DO things, to play EVE, is a healthy path for the future. My Blog @wsethbrown |
