Making a bet over something like that is just silly. Even if it's possible for just pod pilots to take over the area, would the state actually accept those actions and officially reclaim it in the name of Caldari and make it a part of the state again?
I wouldn't make any bet before I knew the answer to that. Actually, even then I wouldn't make a bet about it - I don't like bets.

There is always a chance - just not a very large chance in this case.
I highly doubt that such a change would occur in just 1 year, but who knows what might happen in 5 to 10 years?
Don't take anything for granted though. You haven't won the bet yet.

A pod pilot can die many times - I've died myself once, and I know of others who die almost weekly 
There is always the risk of clone failure, or death when not in the pod of course, but as far as I know that's fairly rare - but still frequent enough to make me try to avoid death whenever possible
