When wormhole space came out they were not intended to be colonized, CCP figured you would go in, **** the sites and move on. To help reduce the urge to colonize they made the anoms spawn slower if you are in the system as opposed to if you are not. And made it so you could not get sov. They also made he moons barren because people were worried about pos' that could not be destroyed milking valuable moons. So to placate this worry, ccp made the moons barren. You can mine them, with moon miners, but as the moons have no ore... |

Or possibly it never even occurred to them in the first place that people would live there and want to mine them, so they never seeded the moons, just on a whim.

It is the closest to risk free Isk there is in New Eden. I mean, even Station Traders need to worry about the Margin Trading "scam"*. Suicide gankers need to lose a ship by definition, gate campers take the risk of being blobbed and losing their ships.
Don't even get me started on the risks associated with mining.
I can't think of a single Isk generating method in Eve that doesn't require vastly more risk than PC does in Dust, it is appalling and leads people to believe that New Eden is a Welfare State.

On the topic of 0.4's being seeded but not able to anchor harvesters, I think it would be cool if we could anchor harvesters in a 0.4 though have it be some form of criminal activity. Outside of nullsec sov warfare, the biggest fights in the game are fought over valuable R32/64 moons. You have a combination of the following:
- A valuable resource worth exploiting - A timer that tells everybody what time the action is kicking off - The opportunity for each side to prepare and/or batphone to make the fight bigger and better - The further opportunity for 3rd parties to get wind and wade into the action
These things result in anything up to and including supercapital brawls and trillions of isk in losses as each side battles over the resources. Without valuable moons, such fights would be far more rare. Most alliances won't start fielding supercarriers to defend a POCO...
Just because you don't have a bunch of them, doesn't mean you need to moan about 'passive income' being bad for the game. It results in a lot of emergent gameplay and gudfites. |

Risk Free Isk =/= Passive Isk.
Nearly every other form of ISK generation requires you to have some player input on a repetitive basis. Except for MoonGoo. You bring JF to the POS and add fuel on Monday, and on Friday you empty the Silos and jump the product back to Highsec for sale. The 100 hours between you clicking a couple buttons buttons requires 0 input from a player to generate income.
Passive income is bad for the game overall, and isn't just limited to MoonGoo.

And even mentioning high-sec moon minerals should be a crime. Abandoned POSs are a pain to remove - who's going to volunteer to kill a powered, defended, gunned and *shudder* ECM-batteried one without dreads? No thanks.
Wormholes were not given moon-minerals so as not to reward permanent occupancy, I believe. |
