POS' are for industrial purposes first, then military...
The ones in high sec are most likely only there to research & build from T2 BPO's...
I'm unsure how the charter system actually works, where on EO website can I read about these?
Can only one corp at a time get favor from the Empire to use the system for POS'?

Think of charters as an extra fuel item that is consumed by the POS when running in empire. That's basically it. I think the charter type is dependant on which empire controls the system.

if capital **** can enter 0.5 and above there would be big alliances war deccing smaller corps/alliances and just killing theyr pos/stealing theyr stuf witout any risk...

So looking at the market, it only costs roughly 1.5 mill ISK/month to run a POS in empire?
That's not bad, that's like an office rental in a highly populated system...
You'd still have to have at least be cranking out & selling T2 comps or something to cover the fuel costs, etc...

I wonder how POS's handle the ganged with war target trick somepeople are using, do they see the gangmate as a war target or a neutral?

wardec alt
have alt gang warp random haulers to POS
????

You would hope the POS only fires on targets in the waring corp or anyone who shoots at it...
