Why aren't capital ships?
I see no real reason to stop them being used in high sec, even if they can't be built there. As it stands now, taking out a POS in an empire war in high sec would be disproportionately hard.

I believe they will eventully.
POS used to be restricted to unsafe space so it makes sense that eventully Cap ships will be allowed into 0.5 and above.

Well I didn't even know they changed the rules on POS, but it only makes sense that they change the rule on capital ships to, or it will be near impossible to take one in high sec.

I haven't gotten around to trying it out, but you can slap up a POS in Empire if you have <factional> Starbase Charters. Something along the lines of each 1 starbase charter allows you to operate for 1 hour, or something like that.
(From what I've heard though, Empire POS aren't very profitable).

How would a dread be an uber miner? a battleship could mine more ore than one of them i would imagine. indestructable mission ships, well people do missions in low sec and 0.0 also, so that is already the case. And with regards to the final point about killing people and jumping out, personally i dont think i would risk ejecting as that would be a lot to loose if someone decides to jump into it before you. Not only that but just have concord jump down in dreads if a dread attack happens.

One runs level 4 missions for 6 months, quits their corp, and makes a new one, and therre we go. A corp with exactly the standings you have. ___________

Heh. Well I hope they don't shoot someone illegally in high sec. And I know for a fact you can't shoot someone and then hide in the shield ;). Apparantly they can target and fly through the shield.
