I haven't heard any other reports about this and I need a lot more information to be able to do anything about it.
Can you go into extreme detail about whats involved in reproducing this? The exact type names of the equipment involved, exactly what you mean by offline, exactly where this happens - both in space or just in station, does it happen every time?
The more detail the better, I get too many vague bugs reported where the terms and description given do not match with any reproducible reality.

Theres no way I can fix this from this description unfortunately What do you mean turn off? Turn offline in station when they are fitted? Deactivate in the module ui? What do you see when you try? If deactivate, do you see a red colour? Or do they just flash green and never end? What is the exact name of the module and what were you doing with it?

Too vague What does won't reload mean? Is it an error message that you can relate to me? Knowing the exact type name of the gun, the exact type name of the ammo, exactly how many were in the gun and exactly how many you expected to fit in there and exactly how many were in the pile you were trying to load in. Whether you dragged them in from the cargo hold or used a context menu option (which one?). This is the minimum information I need to kill this one.

If you cannot get the context menu for the ship on the ship itself, you can always get it on the module ui.
Why weren't these major issues fixed? Well, I can't address the ones I don't work on, but regarding the ones that I do that I see in this thread, I haven't heard a whisper about them. No bug reports, no forum threads where people get together and share notes on how much they hate the bug in question where I can ask them to given me specific information which will help fix it. -- Richard CCP Programmer. I removed one unit of scordite from the 2754 pile and placed 2753 in the can with no problem then I dragged the single unit of scordite into the can as well and it took it for a total of exactly 26000. Very very strange...

I have checked in a provisional fix for this which should make it into the upcoming patch.
The commands will get through to all the drones not just as many as it got to before one could not accept the order.
