Can anyone tell me what skills I need for a good sustainable shield tank? Kind of tired of my cap getting sucked dry after a few cycles of my shield boosters.

Oxymoron - at least for anything decent on the larger ship classes. If it has an XL booster, it's ultimately unsustainable.
The closest thing you'll get is a passive tank, with no shield booster at all. If you're looking at a raven for PvE, try this setup:
6 siege II 2 medium nos (named)
1 100MN AB 2 invulnerability field II 3 large shield extender II
5 shield power relay (named)
Alternately, if fighting guristas, 4 shield power relays and 1 gravimetric backup array II. For PvP, you can switch out the afterburner for a warp scrambler.
Personally, I don't use a passive tank in PvP. I prefer a cap injectored active shield tank and ballistic controls in the lows - I don't care about sustaining the shield tank forever, just long enough to kill the people I'm shooting at. -Wrayeth

Alrighty. Basically, you will want ALL of the shield skills under the engineering heading to level 4, especially shield compensation, which reduces the cap need per boost cycle. In addition, you'll want energy management, which increases your cap max, and energy systems operation, which boosts your cap recharge rate. The only shield skills that aren't essential are the individual resistance compensation skills (i.e. most shield tanks are more effective with active hardeners). -Wrayeth

My raven can pull off a sustainable one however that requires some expensive gear. _______________

With Gist C-Type XL you can build a sustainable shield tank at the cost of damage. With related skills at 5 I'm using 2x Cap recharger II:s and 4x TS/DB power diags to run a Gist C-Type XL forever.

Fits like a glove. The PDU/RCU is to fit the Shield Extender and depending on skill which u need to fit. Of course PDU is the wanted module.

Not realy, I and many other use XL permaboost tanks with good hardening. WIth the right skills, implants and modules its not that hard, just expensive.
The cost rises as you go up in boost strength (and fitting becomes harder to):
Low cost is to use gistii a-type small boosters, as they are very energy efficient and can easily be run 100% of the time. Prequisite is good hardening, to make it worth, which is not much of a problem on a raven, just.....expensive.
High cost is to use an Gist X-type XL, with officer cap rechargers, two invul fields and possibly an amp if you got goot enaugh modules and skills. When using the XL option, using a few CPR in low, does wonders, the amp will offset this with ease.
You can build tanks of over 1500 DPS on the weakest resist this way, and still have full offensive capability! But as said, its horribly expensive to go that far, a 600 DPS tank is usualy enaugh and a few billion will get you there on a raven :).

It's become common now that active refers to the use of shield boosters and passive refers to natural shield regen. The terms are mainly used in how you replenish your shield. But technically, yes you are right, hardners are active. But passive shield regen with hardners can be quite useful.
