Seriously, anyone in their right mind who was building a mobile device used for pulling in distant objects for nearby processing isn't going to bother pulling the closest - already in working range - objects first.
Ideal Priority - Wrecks with loot - furthest then nearest Wrecks without loot - furthest then nearest Cargo Containers - nearest then furthest
I agree with your ideal priority for an MTU. IMHO, they *should* start pulling in the farthest wrecks first out to their max of 125km.
However, it doesn't hamper the use of salvage drones. Warp in to the MTU in your Noctis and before you target anything, launch salvaging drones and then, set them to salvage. The drones will begin salvaging from the nearest wreck to the furthest automatically. If they salvage a "filled" wreck, that wreck drops a can with the loot inside. The salvage drones will operate out to your maximum drone range according to skills/implants. Just launch them and forget them until you get to within a few wrecks. You can pull them in at any time and finish up yourself.

While that would be quite nice, it would make the Noctis obsolete. As it is, you drop an MTU in each pocket and usually, by the time you get back in your Noctis, the MTU has everything pulled within salvaging range. I can do two lvl 4's by myself and then, dock up, get into my Noctis and go out and clean all that stuff up. Having a structure that also salvages would just mean the Noctis is worthless.

IMHO, the MTU is almost perfect the way it is. I've been playing the game since 2004, so I remember when NPC's just dropped cans all over the freakin place. Then the wrecks came into play and we had to go all over hell and gone to loot and salvage. For me, I'm not going to complain about something that makes my life easier. Except for the prioritization as noted above, I think the MTU is perfect the way it is.
