I hereby propose the following change of rules to CONCORD:
When someone locks you in high sec you should be able to fire first. This would speed the game up, would NOT be exploitable (at least I can't think of an exploit) and people who don't want to fight simply don't lock anyone.

What about the people who only wanted to select "Look at" and tragically hitted "Lock Target" because its early in the morning and the eyes are not open enought to see a difference? No, that isn't good! :P

I don't see absolutely no point in going there. Really. Those areas are "not for public use" - jumping into lowsec is the same as "Self destruct and kill my pod as well, please".
Can't get no action there besides getting ganked in a fraction of a second.

Or atleast you shouldnt able to lock a cloaker ship and prevent it from cloaking. You can even implement an agressive mode or something for cloaker ships, when you are in agressive mode locking you is considered as combat agression and you should get a warning. Just some stupid thoughts. :) ___________________________________________________

That's not living in low sec, that's going through a regularly camped notourious pirate hotspot and crawling back to high sec with the impression that -all- of low sec is camped to hell by -10 pirates in battleships, when it isn't.
Most of low sec and 0.0 is deserted because people like you go around telling everyone that it's so dangerous and that they're instantly going to die if they go there. There's other people around saying the same thing because newbies tend choose places like aunenen, rancer, amamake and egghellende for their first low sec experience, which is like going to EC-P8R for your first 0.0 experience, it's going to be a bad one. They go there in their very first cruiser which they can't afford to replace, they want to try it out on the 'big' cruiser belt rats you get out there. Sitting in a belt in low sec ratting in their brand new cruiser, not paying attention to local, not scanning for hostile ships, not even noticing when someone else enters the belt. They're locked, scrambled and dead, now they have nothing and it's all because of low sec and the pirates that infest it, they've now got no money and they're scared to step out of empire, they'll recover eventually, but in the meantime they'll warn anyone that even expresses an interest in low sec that it's a deathtrap and that they should stay in the nice little sandpit of empire.
Low sec is for public use, it's just not the kind of place you can coast through with autopilot and not expect anything bad to happen. All you need to survive is your scanner, local, some sense and practice. Instas and a cheap replaceable ship would be a good idea too, but in general all you need to live out there is your brain and a healthy degree of paranoia __________________________________________________

I suck at PvP so I want easy targets (like total 1 day old nubs) cos then someone might think I'm anything other than sad.
Well.....no......you are sad and the above just proved it. Pirates kill noobs but they have the integrity to do it in a "pirate" place and where they too can lose their ships to resistance.

Disagree, just like anything else in Eve, one has to be prepared.
Some ideas:
1. Talk to people in border systems to lowsec/0.0 and maybe a nice person will feel chatty and give you good intel.
2. Find a low sec mission hub and play around there, doing some missions, get to know people.

want more action in High Sec? Go put a bunch of jetcans labeled 'Free Stuff' and watch the nubs and other people take it.
****. thats how you make it exciting. I used to do that all the time in my Crusader. Teaching Newbs never to take from cans labeled 'Free stuff' and 'Free gate keys'

Recently in a VERY populated system I was attempting to move my camera around when I accidentally locked another player. It's easy to do as you click and goto move camera and the pointer is close enough to a ship and the move mouse shoots up to lock (this should be fixed in some way BTW). So no I don't think the idea is sound.

In general settings you can turn that off, its somewhere in the middle column. You have to do that if you plan to scan from stars -.-

I find the notion of locking someone being the first step of offense untrue - it happens to me a lot that I want to press "Look At" and press lock, and it's sometimes a great way to get non-gang afk'ers back to life instead of with the often minimized chat window. It's like a poke or something.
Also, about 0.0: as a noob, I flew through it without regard as well, but I was smart enough to use a shuttle. Nothing wrong with exploration. There were actually gatecampers, but after a shot and the affirmation of me being a shuttle and completely empty, I was left alone . Perhaps a good idea to get killed someday.

I used lowsec more in the fall when I *****d missions in vuorrassi than I used high sec.
Sadly the lvl 3s and 4s moving to hageken drew so many people that my old, damn near dead low sec systems actually have people in them.
Being a 3-4 month old n00b in a caracal and ratting in lowsec, going afk for an hour at a belt, and coming back to see youre still alive, was nice.
'course there's still an assload of low sec systems that don't see much use, just like depsite popular belief, 0.0 has ton of empty systems at almost any given time.
