Does anyone knows where I can use smartbomb? Last time when I try to use it, a warning appeared said "smartbombs not allow to use in this region...."

I dont think you got a message smartbombs not allowed use in this region, I bet you got a warning that using smartbombs MAY get you in trouble in this region. You could always have used it if you were sure about what you were doing. Naturally you were probably in combat at the time and didnt have a lot of time to stop and read and think it through carefully.
You will see the same warning even if you use a burst mode ECM jamming module in safe(r) space for example. Which does not mean you cannot or should not use it.
The warning is telling you that if your smartbomb burst touches so much as a can or a structure that belongs to anyone you do not have aggression rights on, CONCORD will come blow you up.
So, up to you to look around very carefully or know where you are engaging and who and what is around and be sure that won't happen. If you are sure that won't happen, you can use the smartbomb.
Most people will not use them though, since the penalty - instant destruction - is pretty tough if you screw up.

O thnx so so much! Yes, U R absolutely correct. By that time I was surrounded by some NPC pirates.I'm in emergency so I didn't think much of it. But those damage range of those smartbomb r usually very limited too (some 2000 to 3000 m ) seems not terrible.....maybe I'll use one next time 2 c if the police will come. Ha thanks again!!

They're not bad for mission running, since those tend to be in very isolated areas, but you definitely wouldn't want to use them for belt ratting or in PvP in a populated area.

Their great for taking out Drones BTW, if/when you start PVP in low sec, one good Smartbomb can whipe out a few drones in one hit.
Their also good for podding people, But I won't get into that ;)

dumb bombs = defender missiles....... they go squirrling all over the place and almost never intercept the intended targets unless its an npc shooting them then they are as accurate as possible >.>
btw with smart bombs, they are truly gimped cause of range even on the large ones, and i have found that in missions where i have used them, if you dont kill your intended prey in the first blast, the prey will move out of your range usually, thus negating even having it, the only mission i will use them on is Tech secrets 2 of 3. teh 2 groups to the far right and left are small frigs/drones and will orbit you at about 600m so if you aggro both and wait on them to show up, 1 good large SB blast and your done and can loot for a few mins w/o having to move lol
