Currently I have 5 Heavy Arbalest Launcers 10MNAB, SHEILD BOOSTER, SHIELD EXTENDER, 2x Ballistic Control Units ----------
I guess what I need to know is what should I use for the medium slots? And does 2 BCU's stack? In the in-game options they say they dont however I've talked with MANY different pilots who say otherwise.

So with my setup right now I still have 2 empty med-slots (5 all together).

To be all serious'n'stuff for a moment : Yes BCUs stack. Nothing ingame contradicts that, infact it specificly mentions that they do stack - just with a penalty.
Oh, and hardeners in those extra mids.

That setup belongs to numerous Caracal pilots that I've removed in my Punisher. You are going for far too much cruiser-class damage without worrying about the small guys that are going to shrug off five launchers. At the very least swap out one heavy for an assault launcher to get more DPS against frigate-class ships. --------------

a) he didn't ask about PvP fittings b) if you care about PvP, just throw on ecms (and a assault launchers with a webber if you really insist on going for idiots that will muck with you in t1 frig, instead of jamming them and waiting until they get bored or their tank breaks to drones + heavys).
Also, 3 hobgoblins in the drone bay.

3 Hobgobs and five heavies won't ***** a punisher, sorry. He wanted the best and so far everyone was offering something similar to a PvE setup, so I offered some PvP advice.
If you see where he asked specifically for PvE and didn't want any advice on PvP, please point me to that part of his post. --------------

And most people that come here looking for any sort of PvP advice (god knows why, its the e-o forums) mention it repeatedly even if its just a 'defensive measures' type deal.
Also, it doesn't matter wether they actually kill the frig or not, considering the insane jamming percentages you'll get vs t1 frigs. He's not in any danger, and the profit involved in killing a t1 frig is neglible, so why should he care?
Just for the record though, 5 explo heavies with his setup will do 20ish dps to a punisher (frig V, thats after resistances and sig radius are applied) with basic skills while your repper plows along at 17.7 hp/sec. So it would take him about 9 minutes minus the drones to kill you, but your statement is still incorrect ;)
Edit : Or less than 2 minutes with drones.

ur right there if u wana take down frigate fit assualt launchers works way better

5x heavy (preferably II) 2x large shield extender II For PvP: Warp scrambler, webber, jammer/hardener/AB For PvE: Hardeners and maybe a 10mn AB. Lows: RCU2 + BCU, or two RCUs, or an RCU + PDU... whatever fits.

Yup.
I use Explosive/EM/Kinetic Fury and Precision--I have a few hundred of each just in case. And never forget at least one stack of FoF, it will save your arse one day.

My fitting:
High: 5 heavy missile bays (named) med: 1x t2 med shieldbooster, 20k warpscrambler, Thermal shield hardener, sensorbooster.
Low: PDS and BCS
with good range and missile skills u can have a good snipingkill for 100km or more...
