I think pirates should be able to raid 0.4 systems and lower, not blockade them.
So no sentryguns, but CONCORD response in 1-5 mins in 0.4, 5-10 in 0.3, 10-30 in 0.2 and 30-60 in 0.1.
So the pirate actions will become raids not blockades.
After that CONCORD will remain present for a while depending on the amount of trouble the pirates caused. Also will their presence drastically shorten the response time in near systems.
Also there should be more gates to warp to 0.0 space. Most pirates seem to stupid to see it, but they are just too effective in blockading 0.0 space, resulting in people making less money and avoiding the risk completely.
If more people would get through they would have after a while more to loot when you do encounter them. Also the chance to actually bump into a pirate will be lower so people will be more careless/daring (right now the chances are 99%)
Also it will finally force the pirates to move around a bit more. And that will make the game more dynamic and that is always a good thing.

I'm getting quite annoyed with all the pirates whining about carebear-patches.

It's partly your own fault. The more attention you attract by misbehaving, and griefing and 'having fun' by blowing others out space (I bet most of you would make extremely lousy criminals IRL btw), the more likely CCP will start paying attention to it. And everybody should know how they nerf things by now.
Besides:
You got the MWD-nerf in warp.
You are still have all advantages over bounty-hunters and .
CCP is going to disable instadocking and jumping with bookmarks.
Looking to the plans you're going to get warpinhibitors.
Besides you sound like a bunch of girls (though a lot of those true carebears out there are not much better but they seem a lot less in numbers to me)
A good balance is money vs. fun.
Having fun means not making as much money and the other way round. You're all whining because now you can't make as much money while having fun.
Pirating shouldn't be a profession everybody can do as easily. It should take a level of intelligence. Something a lot of the pirates seem to lack, especially the most verbose on the boards, since they are not smart enough to adapt. It's just like nature, those who can't adapt, become extinct...or quit.
