OK what the hell u get the heron theres only 20 crew onboard.. anyone else think thats retarded to have to wait for the rest of the crashed crew to respawn they where either there or they wern't when it crashed.. make up your mind CCP already a hard enough mission without having that crap happen..

Me thinks you need a chill pill. Relax. It's a bug. Pick one of the following:
- wait a little bit, they will respawn (5-15 minutes from my experience)
- petition it

I had to petition this because I warped out of the complex thinking it would respawn over DT. Only to find that the complex was no longer there.

You can either wait 5-15 mins for them to respawn or go back to the beginning of the mission and take the other gate and do the serp/gur side, there is a heron there as well with another 20 crew in

When you kill enough of the rats in the last lvl the mission log says "objective complete." It is probably to stop everyone farming it. A pain if you only have 20 crew.

The crew respawns pretty fast (5 min?) after you take the first 20 guys from that heron. Next time it's another 20 crew members, so you end up with 40 (or more if you farm this mission a bit longer). Agent will take 30 as promised, so the extra 10 can be saved for later or sold to a less fortunate mission runner ;) I believe there are some already on the market for something like 20-30K per unit.
Heron is only lootable after "objective completed" appears
It seems there is some problem with respawns after downtime.

What makes you think you're entitled to get them all at once? Perhaps the shuttle to ferry them from the heron to your ship only holds 20 at a time, and takes 5 minutes for the return ship. Relax, get a drink, some food... some sunlight, blink... all these things can be good for you :)
