It is a conquerable station, those who remember back to the days before them know that all the regions who lacked stations were seeded with three conquerable stations, a factory, refinery and cloning station. These conquerable stations can be... wait for it... conquered simply by lowering the shields to 0. Do that and you can dock and get your stuff. An outpost is a station built by players. They can not be conquered simply by shooting the shields but require sovereignity of the system to be conquered first in POS wars. ¼+¼ a history
