Here is a list plain and simple..
Best PVP ships
T2 Assault - Harpy
T1 Cruiser - Thorax
T2 Cruiser - Vagabond
BC - Brutix
Tier 1 BS - Domi
Tier 2 BS - Raven
Inty and T1 frig depend on role, crusader is best dps, crow is awsome range, claw is quick. For frigs its kessie, punisher, rifter.
However new players be warned, these are current best, CCP can swing its nerf bat and HARD when they want too so train up for something at your own discression.
Also yes any ship can beat any other ship, I expect "my AC pest pwns ravens all the time in my sleep with one hand behind my back...." yes but a raven is better than a tempest in almost ever circumstance (except fleet).
Any input especially on recon cruisers, carriers, etc would be appreciated, although I doubt carriers see much battle they just sit at safe's and resupply and assign fighters to people.

Harpy isn't the best assault frigate, it is just fine as a sniper but will have difficulty killing anything. If it gets close enough to pin someone an ishkur will rip it to shreds. I'd say ishkur is the best assault.
Edit: And enyo? ENYO? that's just... no.

Also, I fail to see the need people seem to have to say: This is the best ship in class blah blah. Honest to god, you cant lump stuff together, this game has too many variables. I literally tanked and could have killed a Curse in my Bellicose the other night.
So stop this.

T2 Assault - ishkur (heh, harpy, pfft, 0 percent start resist in the main resist it needs to tank??? What exactly makes it "assault" again??)
T1 Cruiser - vexor (look at the rax, now look again at drone bay size >< :D, some things have changed)
T2 Cruiser - ishtar (poor vaga, jammed, nossed, webbed, and only thing it can do is run vs. ishtar)
BC - none of them, wouldn't be caught in a BC keke
Tier 1 BS - Domi
Tier 2 BS - Blasterthron (bl0w me, k? my crystal ball says thron and it's always right)

PvP rely's on skills and experiance, but with the right pilot in a 1vs1 in the some class my bet will be:
Frigate: Rifter/kestrel Do not get webbed by these 0.o
Inty: Long range crow with Snake 0.o
T2 Assault - Iskur
T1 Cruiser - Thorax/caracal
T2 Cruiser - Ishtar
Recon - Curse AMARR 4tw =)
BC - Brutix
Tier 1 BS - Domi
Tier 2 BS - Raven

Naaa what the list should be like is:
T2 Assault - Whatever you feel comfortable in *1
T1 Cruiser - WHatever you feel comfortable in *1
etc etcetc
*1 Skills and how applied combined with setups, sometimes out of the box.
Along with tactics used and the situations make any ship the best ship at the right time and in the right setup and skill set, the best ship for you everytime.
No shoe fits all; donĘt force bunions onto others.

Enyo and Ret no, Ret cant tackle, Enyo cant...just cant.
The point of the threat was to start some contraversy and get people to name their fav pvp ships, in the end the list was pretty much the same. Also I forgot about the ishtar/ishkur they are wonderful ships.
So here are the ships that wernt named.... or should not have been named
t1 frig - everythng except rifter/kessie maybe punisher
t2 frig - everything except harpy, ishkur
inty - mal, jaguar, ares, raptor
t1 cruiser - everything except vexor, thorax, caracal
t2 cruiser - all but vaga, ishtar, cerb, curse, maybe pilgrim
bc - brutix, cyclone (the rest cant put out the dps and tank its just true)
tier 1 bs - domi
tier 2 bs - raven
I just wanted people to see that if skills are equal and setups are equivalent alot of ships are just empty space, you can tell by the fact some inty's are 2-3x the price of others, same with all the other ships. And some races just mostly suck at pvp (caldari) range bonus equals cant tackle, and are great for npc, kessie, ferox, caracal, raven while gallente get shafted and have to train hybrids since they cant mwd in dead space, and blasters ubzor suck for missions. So in the end alot of ships suck and are not used, some races have a really hard time at pvp, and alot of ships that could be fun just dont get flown...No one uses more than half the ships in the game, so just take them out....Bantam...just take that out...even when its a mission reward people just repprocess them.

Your use of the words 'plain and simple' is baffling to say the least. I won't add criticism, because I think people have said what needs to be said. I'll add my favourites though, as I'm at work and am procrastinating...
Inty - Claw. Looks weird and wins fights that it probably shouldn't.
Assault Ship - Ishkur, for me this is a hands down, no question choice. I just love it.
Cruiser - Rupture. I've lost lots of these, but I still love 'em. Dual 180s, nos and big tank, great solo ship.
Heavy Assault - as soon as I can afford to lose them, I'll let you know 
BC - hahahahaha
Tier 1 BS - I love the Scorpion, after all this time I reckon it can still scare people (solo anyway)
Tier 2 BS - Tempest. Even if you don't win a fight, or even if you don't get close, nothing beats the occasional "WTF" you get after a nice fat alpha strike.
I dunno, these are probably rubbish choices, but come on - PvP is about fun, not total pwnership of every fight. It's a bit sad that so many people just think the game is about looking for the I-Win button.
This is gonna sound soft, but if you play and have fun, and keep surprising yourself, and keep learning, then as far as I'm concerned you've found the only real I-Win formula.

T1 Cruiser: Caracal with ecm, ecm wins, (no ecm, rupture/rax)
HAC: Ishtar pwnz a group, Vagabond Pwnz Solo
Recon Ship: Curse/Pilgrim
BC: Cyclone with ECM and armor tank
Command Ship: Sleipnir if known how to be used.
Tier 1 BS: Dominix
Tier 2 BS: Raven
Best PvP ship is ships where you can deal insane high damage or abuse nos/ecm/speed
