A mechanic doesn't have to be exploited for it to be exploitable. It's irrelevant whether bob exploited it or not. Fact is it's an unintended effect of game mechanics, which can be used to give benefit towards the user. Unless CCP come out sayin...

It's more accurate to talk about isk per effort hour. If you can afk a mission, you can walk away and do something else of value... eating playing another game etc. You haven't really spent an hour on the mission, you spent a couple minutes on it....
