I'm currently running lvl3 missions in a Cyclone and not having too much trouble (a couple of close shaves). But after playing with a BC for just a short while its clear to me that I'm a speed junkie and have more fun in faster ships.
Can anyone suggest a ship (with setup maybe) for lvl3s thats faster than a Cyclone? Most of my skills are in the minmatar line of ships (including most t2 ships) including projectile weapons to advanced level.

well, for running missions.... if you're minmatar you're a bit screwed there.
The definite answer to your question is AF.
Ofcourse you could get a Vagabond.... but... that's a waste of the ship.
Anyways, you see, with Minmatar AF's (especially the Wolf) there's one major problem... It has two really big resistance holes in it's resists...
If you're fighting sanshas/blood raiders, a wolf will be excellent. Otherwise you can try shieldtanking a Jaguar, but jaguars are terrible atm.
My best pick would be a Gistii boosted harpy, or even with a normal booster, it should be just fine, or a retribution.

This is what i use on lvl 3s and also good number of lvl 4s (when I can dictate range) working for Republic Fleet
HI: 5 720II, 2 Standard Launchers II Med: Web, Med Booster II, Hardener/Tracking Comp Lo: 3 Gyro IIs, 2 PDS IIs
5 light drones <- rarely come out of the bay
I then loot in a Probe.

I use a Wolf for quite a lot of lvl3's. Pretty much everything is solo'able but they can take a bit of time, but I have way more fun in it that in the Cyclone.
Setup:
4x250 t2's t2 cap recharger* / t2 AB** t2 small armour rep / gyro II / n-type active explosive / faction active kinetic
* - swap out for a webber if you're doing an Extrav. mission: the webbers will rip you apart else. ** - there's enough room left for a gisti booster for more speed if you've got one.
The reason to do 250's instead of 280's is three fold: better tracking, twice the ammo count & no need for powergrid mods so you can use those lo-slots for the tank.
I'm not keen on autocannons due to amount of heat I get just getting close to stuff and the amount of ammo they require, but I'm sure it'd work fine with those.
Usually use depleted uranium or phased plasma. On frigates hitting for around 300 per volley, on cruisers 350 -> 450. Wrecking shots will grab in about 300. ROF: 5.5secs. Simple tactics - focus on frigates unless there's a missile boat on you, in which case take him out first. Orbit at somewhere between 12 -> 16k, ammo depending.
Main problem is the lack of space to loot with and the amount of time it takes to destroy bigger structures (space.damn.telescope)... If you can find a friend who has an AF too then you're laughing.

I use a retribution.
4x heavy pulse II 1x 1mn AB (best you can use/afford) 1x small armor rep (best you can use/afford 1x energized thermal membrane (ditto) 2x cap power relay 1x heatsink II.
Enough cap to run everything forever, good damage, sometimes have to switch from MF crystals to UV to hit tacklers, other than that if you keep moving it keeps tanking :D.
On the retri I keep back just for missions, with a gist A type ab i hit around 680m/s, faster if im helping someone and my gang skills come into play.
The only one it cant do is downing the slavers part 2.

Sounds like AFs might be worth investigating. The wolf look sbetter suited to armour tank than shield and I see the resist gap mentioned.
daping, can that wolf with just a small armour rep handle all the incoming fire? My Cyclone sometimes takes quite a pounding and a little nervous the AF wouldnt last long at all.
Boogyman, word of warning : I used to fly a snipe muninn and lvl3s were a piece of cake until I came to a "Portal to War" section 2 mission. Finding myself gating in to the middle of several webbing frigs and missile cruisers when set for snipe and not tank is not fun. Muninn didnt even last long enough to warp out. Hence I am know in a cheaper option that uses a nice closecombat tanker :)
Perhaps I could branch out and look into AFs of a difference race. (Unless DaPing eases my nerves a bit :) used to enjoy wizzing around in my rifter so a wolf or jag would be nice)

The key to the minmatar AFs is not to get hit. With the t2 booster it cruises at about 720m/s, orbitting most rats at 12k means you won't get hit by guns. Whatever you do, do not fly in a straight line towards or away from a target - you'll die in seconds.
So, generally, yes it can tank fine. The only issues arise when you're against a couple of cruisers that fire lots of missiles (can't remember the name of them right now, but they're Caracal based), but as long as you're careful with your armour rep your cap should stay ok. The other issue is the aforementioned webber status: if you get webbed, you're most likely in trouble. Stick long range ammo on & hope you can kill the webber before it gets in range. If you can't, warp out. It warps fast see :)

Mercenary commanders, they fire lasers too.
I tried lots of AF's on level 3's before settling on the retribution being the most suited, its only real resistance hole is the thermal one, and it will kill webbers on its own, the tracking is good enough on the pulses to hit them.

how do i get close enough to be in gun range then?
I'm surprised you suggest around 12km. I had always thought that to make use of transversal as a defence you needed to be orbiting around 2500M (but then I have always been a sniper up until now so what do i know)

I have been doing them in my Jaguar with it tanked. It takes a while because my dPS isn't much but its fun. Some of the Harder lvl 3 gives it a run but if you want to try something different thier is an option 
My set up is t2,280 howise T2 Small Sheild booster, Invunerble field, AB I get 900m/s Lows I have a Damage control to add to the shild resitances and whatever else I can fit in. It something Along these lines anyway.
If you want over kill Muninn but it turly is over kill.

He means dont fly straight towards a target thats shooting at you with turrets, take a curved path to it, or weave.

Portal to War - 2nd mission.
Definitely need to at least start that one with some thing FAST and pull the webbers and frigs out and way or get something that can tank 2-4 Ravens tossing heavies at you like its cool. I always have to run that mission pointed at a starbase/constellation so that when I get to about 25% armor I can warp away having destroyed a few of the webbers to recover my armor/shields and get new drones. I also go get the kitchen timer because that ONE HOUR time limit is a SERIOUS daybreaker...  ----------------------------------- F em all but 9 6 to carry my casket, 2 for roadguards and 1 to call cadence. |

My trick has always been to come in on a bigger orbit. If target distance > 20 km, orbit @ 10km till you get to about 20km, then switch to your default orbit.
I'm in an Ishkur BTW, and I'll be trying lvl 3's in it soon.
EDIT: and turn on Transversal Velocity in your overview, and find the speed that you stop taking damage at. ---

heh, I've been doing quite a few level 3's in my Caracal. Only two I haven't managed to do by myself is last level of Massive Attack (those sentry guns can fire solar system wide it seems) and last part of Silence the Informer I think where you come out in the middle of like 8 100k rats in a longrange setup (ouch). I have a friend in a Navy Caracal that does some level 4's in that, so I've been looking for one myself.
