The SDII, the "Black Eagles", the intelligence agency set up following the Luminaire Incident of YC110, are no stranger to controversy.
The latest controversy surrounds an alleged "Culture of Secrecy" at the secret intelligence service, headed by the charismatic Mentas Blaque.
A Senate subcommittee investigating the value for Federal Taxpayers money of various budget programs for the next financial year has run into problems with the budget allocated to the Black Eagles.
"The main problem is that there is no budget. All details are classified." said one Senator. "We are asked to vote on these budgets, and yet, for 'security reasons', we cannot even see what it is we are supposed to approve!" said another. "We are in the farcical situation where the Caldari intelligence services know more about the SDII budget and operational capabilities than the Senate!", said a third Senator.
Outside of the sometimes insular Senate, Federation citizens expressed a number of concerns over the nature of the SDII. "Those black ships they have, those didn't come out of nowhere. They cost taxpayers money, my money! and I want to know what I'm paying for!" said one concerned Intaki exotic dancer "I don't think half the Black Eagles know they're actually the Black Eagles", said a Quafe vending machine technician. "I voted for the other guy!", said a CreoDron drone whisperer. "Black Eagles, whoah man, they're like, you know, real downers, dude, girl, hey, you know, like, there's this like, new drug thing, it's like whoah", said a Gallente pharmaceuticals enthusiast.
An SDII agent known to Gutter Press had this to say: "We're not really authorised to reveal details to media corporations. This meeting never happened, I was never here." Rumours, Wars, Rumours of Wars, Wars of Rumours! |

If there were a Senate subcommitee investigation into the SDII; why has it not reported on by a more reputable news source than The Gutter Press? This article seems to be nothing more than a slight to stir up animosity and distrust against those in the security and intelligence fields.
The feigned concerns of an exotic dancer, a vending machine repair man, and a pharmaceuticals enthusiast, are hardly evidence of any want for an investigation, public or otherwise.

Please don't judge so broadly. I, for instance, actually am worried about that. If an Intelligence Agency budget is being used to violate our people's own rights - which is also not uncommon - there should be enough transparency for it's budget to be regulated by the representatives of the people. Else we may just become like the State.

Intelligence agencies can't function without being away from the public eye, it is part of the job description. Their utility relies on it. To have to justify the budget with public committees or requisitions would be to announce activities publicly - which undermines the very function of intelligence. You cannot be effective as an intelligence agency if you are required to announce what you know and what you are capable of.
And again, the effect of the SDII on the lives of average Gallente is minimal. -á |

Ms. Cairi is correct in her position on this matter. To expose the budget and activities of those within the clandestine services would only serve to tie the hands of the people who's very purpose it is to defend Federation interests through clandestine activities.
One of the reasons the average Federation citizen is able to live realitively free and secure lives is because of the efforts and activities of those within our Military and Intelligence communities.
Sensationalist articles such as this one by Gutter Press does no service to anyone by attempting to throw mud into the faces of so many who selflessly serve The Federation. |

Indeed, they can't function properly away from the public eye. To function in total secrecy, however, is a distinct matter. It has never been a case of black or white.
See, agencies like the Black Eagles and the FIO may sometimes violate individual rights and freedoms in the name of "security". Terrorism, remote crimes, money laundering and "Federation defense interests" have often been used as reasons for over-extensive and undue surveillance, intervention and monitoring of civilian activity by such agencies.
See, Mr. Vorpalstar, that instead of actually protecting one's freedoms, Intelligence agencies may be responsible for violating them in the name of security. And to go further and say that it is okay to violate some rights in the name of collective security - well, that's a quite opposite to what the Federation truly stands for.
To oppose total secrecy is merely a way of guaranteeing that agents within these organizations can be held accountable for their actions should they incur in one of those violations. |

It's a tricky balance, keeping secrets while also maintaining accountability. I recall speaking casually with my father about the issue a few years back, and he proposed a solution I've always been fond of in theory (though I'm not qualified to make a claim about its practicality): A rotating subcommittee on the Senate overseeing all classified material, investigating questionable content, and pressing charges when necessary. Say the committee members are rotated out every year (just throwing out an arbitrary number); that way you don't have just another small group of people privy to secrets no one else is and a large enough set of individuals that it's unlikely all of them can be bought/coerced into letting infractions slide. |

I simply can't see how the maximum effictiveness of an intelligence agency should be a priority above respect to democratic principles.
Being pragmatic, I can agree with a certain degree of secrecy, as long as it doesn't violate optimal accountability. And optimal accountability does not mean maximum accountability.
The public doesn't need to know everything the FIO or the Black Eagles do. But hell, if they're spying on my private sphere, for whatever reasons, because everybody on the top brass decided so, I should know in order to have a say in it. Either by voting on a candidate that will oppose that or through referendum in our direct mechanisms. |

I think you fail to understand the nature of grey and black operations. If FIO felt the need to spy upon your friends and organization, they are not going to approach you and ask your permission or even inform you of the fact as it would compromise their informant/agent.
I personally have a great dislike for the organization known as Black Eagles as they are not actually under the umbrella of the FIO. We do not need the Eagles.

1. It is not a specific investigation committee examining the SDII, the subcommittee's role is scrutinising value for money for a number of programmes.

As a media corporation that is not beholden to any one nation state government, Gutter Press Interstellar Media Corporation has a great deal more editorial flexibility in reporting news, compared to other news agencies, who are often restricted by political concerns. Our journalism colleagues at Amarr Certified News would find it hard to cover news stories such as finding the Bottomless Pit, due to theological concerns.
3. I see you dismiss the opinions of 3 Federal citizens, due to their profession, while not dismissing the views of a 4th citizen, a drone whisperer. Perhaps you consider some professions beneath contempt, hmmm?
4. On the subject of secret intelligence services being secret. The SDII operate a number of starships, purchased at taxpayers expense. Who are the contractors that supply those ships? What is the cost of the SDII specific modifications? How does the average Federal Citizen know that their tax money is being spent appropriately? How does the average citizen know that these ships are not simply a means to siphon taxpayers money into the contractors wallets? If the SDII pay 2Bn isk for a modified Megathron, where is the evidence that the money was well spent ? And not something like 2Bn ISK for a 1.5Bn Megathron and 500M ISK into the contractors slush fund?

Can't say I much disagree with Pilot Tuulinen on this one.
Let's play a game where this 'news' wasn't deposited on GP's floor by a passing fedo: the DSC has plenty of skeletons of their own, some well worth keeping closeted. Senators affiliated with these 'oversight' bodies are generally known for their ties to defense contractors, who, from time to time, they've partnered with on some extra-governmental shenanigans within Federation territory.
The budget numbers are precisely where they should be, in limbo, and the subcommittee members know this, as does the DSC and the Senate at large. If this was news, it would be less about Federation ideals and more about one or more of Gilles Ranchel's cronies getting muscled out of a sweet deal which involved disregarding the Constitution in Federation space. Such unfortunate senators might then feel that a review of the money they wouldn't be pocketing might be in order. Ranchel would then have to start asking some tough questions of his colleagues, but let's come back to the point here.

Intelligence organizations can't simply spy on someone when they feel they need to. They need a judicial order. They need to go to a judge and present the adequate reasons for spying someone: e.g., he/she has a history of felony or is under high suspicions. That's the kind of accountability I'm talking about.
If civilians are being monitored without respect to the due process, because Intelligence agencies can act in total secrecy, then I'd like to know, so I can do my part against it. That's my entire point here. |

I think you missed the point where I said there needs to be oversight and accountability...
Also, why should we be privy to judicial warrants issued in such cases? Wouldn't that also compromise ongoing operations if the public had access to judicial warrants issued to allow tapping and other surveillance measures or even other types of operations?
The problem with security and secrecy is that they do not fit well inside our comfortable sphere of personal freedom. They do not get along. We want freedom and have everything out in the open whereas the Intelligence community is based upon secrets and being able to operate outside the normal constraints of society.

The Black Eagles protect the interest of the Gallente people and our sovereignty. Sure they operate in a shroud of secrecy but that's what makes them effective, and also plants fear in enemies of the Federation.
I understand that we are a progressive society and fully support that. However, the Gallente Federation can not continue to stand without the work and dedication of the Military Forces, and the work of our Intelligence agencies including the Black Eagles.
Our way of life, and in order to continue to be Champions Of Freedom and Democracy depend on these types of organizations.

Because nothing says freedom like an organization that can spy on you, arrest you, kidnap you, or even murder you for literally any reason they see fit. Because nothing says Democracy like an organization who's leader was appointed essentially for life, and can disregard any laws that have been voted on for literally any reason they see fit.
All they need is the suspicion (let alone actual proof) that you are a threat to national security (which can be as petty as jaywalking or supporting radical political groups) in order to justify ruining or even ending your life.

The Black Eagles was not created to ensure the competence and morality of our commanders. They were created to hunt down anyone they could consider a "traitor". I believe you are mistaken on this, yes the organization was created in response to traitors but it was an integrity commission. That is clearly defined in the history books.

Yes rumors are rumors and hearsay is hearsay but they start from somewhere. Agent Mornay is just one of many alleged defectors. Many people coming out of an organization, all saying similar stories about it has to have some degree of truth to it. One or two people might be blatant liars, but when more and more people start saying the same thing, you have to listen. Agent Mornay is just one of them.
And you have to ask, why would these people start rumors in the first place? They're identities are hidden. Agent Mornay is just a pseudonym and most defectors don't even give a false name. Clearly they are not trying to gain popularity or money from these stories. So the only other reason they would start talking is because their stories might have some merit.

Evidence is never irrelevant. You need information to have an opinion with any value. People are claiming that they have no accountability, but we do not know if they have accountability measures to the FIO, to the president, to certain senators - we simply don't know.
Lack of information does not justify jumping to conclusions let alone sounding alarms. Lack of public information is standard for every intelligence agency. Those sounding alarms are literally doing nothing more than hearing rumors and running with them without any justification whatsoever. If you are the one making claims, you need to back up those claims. Nobody is doing that. They are simply reciting platitudes and instilling fear based on rumors. I highly doubt Blaque signing a statement that says "No, we won't kidnap you in the middle of the night for no reason" will compromise security.
Put it this way, I spend a great deal of my personal wealth on taxes. I should at the very least be allowed to know that my taxes won't be spent on a corrupt group.

That's unfortunately what some people seriously believe. The Black Eagles are good at what they do. Even when Operation: Highlander was leaked, there was absolutely nothing about the Black Eagles. That just shows how off the record these guys are. They could be disbanded tomorrow and the government could insist they never actually existed. But I digress.
You're not going to start hearing irrefutable stories of Black Eagles abuses until it's too late.

The spirit of our laws is to ensure freedom, equality, and justice for all. If we break laws that uphold those values, then what's the point of having them in the first place? How could you possibly protect the spirit of the law by trampling on it?

Probably because it's impossible to explain something that contradicts itself. What you're saying is similar to the non-existent logic behind burning your money to make sure that nobody can steal it. Few guns shown signs of recent firing, and all the drones were still in their bays.
As we were making sweeps of the ship, we caught one of the officers rigging the main computer banks to explode. We neutralized him before he could blow it, and began downloading the data. To make a long story short, we came across some interesting reports. Much of what we found was scrambled beyond recovery and heavily encrypted, hidden deep within the computer's data banks. But it looks like the security measures meant to destroy it were disrupted before they could complete their job.
From what we could piece together back in the Rokh's labs, it was a data package meant for some office of the Black Eagles back at wherever the ship was heading. Like I said, it was heavily damaged, but we were able to pull and piece together documents, reports and videos from it. The things inside spoke of interrogation, abductions, sabotage, and industrial and economic espionage.
Not only was it directed at Caldari and Amarr corporations operating within the Republic, but also against Federation citizens and "disruptive elements" of the Republic. People that had seemingly no solid evidence behind their supposed transgressions were being targeted for a variety of operations against them. Naturally that's part and parcel for our kind of work, but I saw reports of actions taken against diplomats and companies that, from our own investigations, were deep within the pockets of the Federation's different agencies. At times, it didn't make a whole lot of sense what the FIO and Black Eagles were doing. Sometimes they seemed to operate counter to eachother's interests.
Naturally it could have been fake. It's not unknown to plant false leads like that in ships computers as a contingency that, if they do somehow fall into enemy hands, then the supposed "information leak" could work to a benefit. But as an author to a few of those types of tactics, this didn't seem like one.

It's not the unknown that worries me. It's that people like you are content with the unknown. All it takes is a man in a suit with an Eagle pin to convince you that everything is fine.

You still fail to realize nothing of what I or any other inquisitive Federal citizen is asking for will make the Black Eagles any less effective at their job. Does knowing the grounds that a police officer can arrest you for make them less effective? No. Does knowing how our military is trained make them any less deadly? No.
If the Black Eagles completely fall apart just from people knowing what they're allowed and not allowed to do then they are the worse intelligence agency in the cluster.

You have to wonder Ms. Maxwell, what would the Black Eagles have to gain from vilifying themselves? Such information could only work against them. Even if they say "Oh! That was just a false lead obviously!" nobody with a mind would believe it. Especially if this leak came from a credible source.
Same goes for these alleged defectors telling their grim stories. They are trying to keep their identities very secret. Wouldn't someone trying to fabricate a story for fame and fortune make themselves very well known? People need to ask why someone would do something when trying to determine if someone would do something.

The Federation and the Republic are allies, not friends. It's an important (and unfortunate) distinction. Particularly for a nation surrounded by peoples (such as the State and the Republic) more concerned with immediate desires and less concerned with prior obligations and agreements.
It's not savory, or flattering, or particularly nice, but the fact remains that the Federation (nor any other empire) can expect to survive long without having a dedicated underhand to keep its fingers on the pulse (or jugular) of outside threats.

If a Senate subcommittee investigation into the value of budget programs, paid for with Federal tax money exists, why is it only being reported on by one news agency? I have yet to make many qualitative or explicitly political statements in this discussion because I didn't think it was relevant. I was merely stating the obvious about intelligence agencies, then became surprised when others apparently did not know how their very concept functioned. I did not defend rumored SDII actions, nor did I at any point argue they were beyond reproach. I have argued for nothing but their activity and orchestration to remain out of the public eye.
I do not see the point in throwing about platitudes about freedom and security. There is, and always has been, a continuum between freedom and security that can't be aptly discussed or described by merely decrying others as taking away the former. -á |

It's not unknown to plant false leads like that in ships computers as a contingency that, if they do somehow fall into enemy hands, then the supposed "information leak" could work to a benefit. But as an author to a few of those types of tactics, this didn't seem like one.
You have to wonder Ms. Maxwell, what would the Black Eagles have to gain from vilifying themselves? Such information could only work against them. Even if they say "Oh! That was just a false lead obviously!" nobody with a mind would believe it. Especially if this leak came from a credible source. Same goes for these alleged defectors telling their grim stories. They are trying to keep their identities very secret. Wouldn't someone trying to fabricate a story for fame and fortune make themselves very well known? People need to ask why someone would do something when trying to determine if someone would do something. That said, it worries me that people in the State are more likely to share my concerns about the Black Eagles than my own fellow Gallente. It sort of shows how far we have fallen from what the Federation stands for. Well, there's a lot of uses that lying about one's operations can have.
That's the thing though. It was found by Caldari Navy intelligence personnel on the border of a warzone with the Republic. Even had we released it, that right there is reason for many Gallentien agencies to outright dismiss it as false.
On top of that, since general Gallente citizens don't know a whit about how the Black Eagles operate, they can distance themselves from it easily. Who's to say it's not a Caldari trick, you know? Misinformation designed to sow distrust about a them through Federation and Republic citizens?
And to be honest, I only share your concern because it's my concern too. I'm open game for the Black Eagle assassination or abduction, and so to is my significant other. I could truthfully care less what they do to their own citizens; that's Federation business. I'm just telling you a story of what I found, and my own opinions on it.
Let's be frank, Caldari intelligence agencies do the same things; though my office did not target very many Amarr corporations and citizens within our own boarders nor within Amarr's domain, and I don't recall any operations against any Khanid assets at all. Operations against other megacorps did of course happen. But never for seemingly no reason, as some of the reports from the FIO Throax seemed to tell. |
