No, it wouldn't let yu solo really. To solo pirate (unless you have a Covert Ops pilot) you need to fit a speedboost mod 90% of the time

Hmmm, would it be at all possible to, say, use my MWD, then unfit it and fit a scrambler mid-flight, or would that just take way too much cap?

You can't fit and unfit mods in space (exceptions: POS and Carrier allows it).
Also, consider the Arbitrator for what you're looking for. 4 mids is useful, drones allow you great versatility, ok half tank, and since drones are main damage (10% boost to drone damage per level, can carry 5 medium and 5 small), you can happily fit nos.
Nice little ship all around.

Nah, i'm sticking with the Retribution. I fought an Arbi once, he couldn't even kill my Punisher.

It's possible to get solo kills if you use a web and bump. It just takes a bit of practice and some luck.
