maybe they wanna check something with servers online and since we're all crazy and log on a 0.001sec after startup simply locking the cluster to 0 lets them mess around without having to worry about 1000 people trying to log in

Maybe, or maybe the proxy has a problem. Its quite normal for the servers to come up 20 minutes before its expected. I should know, because im usually there every day when it happens.
